STORMWATER MANAGEMENT NARRATIVE:
STORMWATER NOTES:
THIS PROJECT WILL BE SUBMITTED TO THE NCDENR-DWQ FOR LOW -DENSITY
STATE STORMWATER APPROVAL AS REQ'D UNDER 15A NCAC 2H.1000. THIS
PROJECT SHALL ALSO COMPLY WITH THE TOWN OF OCEAN ISLE BEACH'S
STORMWATER MANAGEMENT ORDINANCE EFFECTIVE AS OF NOV. 14, 2000.
SECTION 49-33(2) OF THE OCEAN ISLE BEACH STORMWATER ORDINANCE
WILL REQUIRE INDIVIDUAL INFILTRATION SYSTEMS TO BE INSTALLED FOR
EACH HOME, IN ORDER TO CONTROL THE RUNOFF FROM ALL SURFACES
THAT IS GENERATED BY THE FIRST ONE AND ONE-HALF (1 1/2) INCHES OF
RAINFALL DURING A 10-YEAR, 24-HOUR RAINFALL EVENT.
PROJECT DESCRIPTION:
MARITIME PLACE IS BEING DEVELOPED BY STUART F. COOKE OF COOKE
REALTY, AND IS SITUATED ON A 4.41 ACRE TRACT LOCATED
WITHIN THE TOWN LIMITS OF OCEAN ISLE BEACH, NC. THE SITE IS
ADJACENT TO EAST SEVENTH STREET, NEAR THE INTERSECTION OF SEVENTH
STREET AND SHALLOTTE BLVD. THE PROJECT WILL CONSIST OF THE
CONSTRUCTION OF TWO NEW ROADWAYS (BAYWATCH AND OLD MARINA),
DRAINAGE FACILITIES, WATER SERVICES, SEWER SERVICES, AND OTHER UTILITIES.
TWO (2) GRASS SWALES WILL BE CONSTRUCTED ON -SITE TO SERVE THE
PROJECT. THE SITE WILL PRIMARILY INVOLVE WATER BEING DIRECTED BY
CURB AND GUTTER TOWARD CURB INLETS, AND THEN INTO THE SWALES.
THE GRASS SWALES WILL DISCHARGE TO THE ATLANTIC INTRACOASTAL
WATERWAY. THE CLASSIFICATION OF THE INTRACOASTAL WATERWAY IS
SC. THE SWALES ARE DESIGNED TO HANDLE THE PEAK RUNOFF FROM A
10-YEAR, 24-HOUR STORM.
TERRAIN AND SOILS:
THERE IS APPROXIMATELY 6 FEET OF RELIEF ON THE SITE.
BASED ON THE SOIL SURVEY OF BRUNSWICK COUNTY, THE PROMINENT
SOILS ON SITE BELONG TO THE BOHICKET-NEWHAN-LAFITTE SERIES.
THESE SOILS ARE GENTLY SLOPING TO STEEP, EXCESSIVELY DRAINED
SOILS THAT ARE SANDY THROUGHOUT.
ADJACENT PROPERTY:
THE PROPERTY AREA IS BOUNDED TO THE EAST AND WEST BY MARSH
(OWNED BY O. WILLIAMSON), TO THE SOUTH BY SEVENTH STREET,
AND TO THE NORTH BY THE ATLANTIC INTRACOASTAL WATERWAY.
EROSION CONTROL -MEASURES-
TEMPORARY EROSION CONTROL MEASURES WILL INCLUDE CONSTRUCTION
ENTRANCES AND SILT FENCING. STONE CHECK DAMS WILL ALSO BE INSTALLED
WITHIN THE GRASS SWALES. THE METHOD FOR LIMITING THE AMOUNT OF
ERODED SOILS RELEASED FROM THE PROJECT AREA ON A PERMANENT BASIS
SHALL BE THE STABILIZATION OF ALL DENUDED SURFACES WITH PERMANENT
GROUND COVERING.
EROSION CONTROL NOTES:
1. ALL CONSTRUCTION ACTIVITIES SHALL BE PERFORMED IN COMPLIANCE WITH
THE SEDIMENTATION POLLUTION CONTROL ACT OF 1973.
2. ALL LAND DISTURBING ACTIVITIES ARE TO BE PLANNED AND CONDUCTED TO
LIMIT EXPOSURE TO THE SHORTEST FEASIBLE TIME.
3. ALL DISTURBED AREAS SHALL BE STABILIZED BY A PERMANENT GROUND
COVER.
4. AS SOON AS ALL AREAS ARE PERMANENTLY STABILIZED, ALL PERMANENT
MEASURES HAVE BEEN INSTALLED, AND FINAL APPROVAL IS RECEIVED FROM
THE LAND QUALITY SECTION, THE TEMPORARY MEASURES MAY BE REMOVED.
5. OVER THE LIFE OF THE PROJECT, THE OWNER SHALL MAKE PERIODIC
INSPECTIONS TO EVALUATE THE SUCCESS IN CONTROLLING EROSION OF SOILS
TO OFF -SITE AREAS. IF AREAS ARE FOUND WHERE EROSION IS TAKING PLACE,
THE OWNER SHALL TAKE THE NECESSARY MEASURES TO REMEDY THE
SITUATION.
CONSTRUCTION SEQUENCE:
1. CONTRACTOR TO NOTIFY N.C. LAND QUALITY SECTION REGIONAL OFFICE
IN WILMINGTON, (910) 395-3900, PRIOR TO BEGINNING CONSTRUCTION
2. INSTALL TEMPORARY EROSION CONTROL MEASURES (SILT FENCE AND
GRAVEL CONSTRUCTION ENTRANCE).
3. GRADE SITE.
4. CONSTRUCT GRASS SWALES AND INSTALL STONE CHECK DAMS.
5. INSTALL WATER AND SEWER LINES AND SERVICES.
6. INSTALL CURB AND GUTTER, AND CONSTRUCT ROADWAY.
7. VEGETATE DISTURBED AREAS OR COVER WITH GRAVEL.
8. MAINTAIN ALL TEMPORARY MEASURES UNTIL PERMANENT AND UNIFORM
VEGETATION IS ESTABLISHED.
