I am in receipt of the adjacent riparian property owner notification (Appendix A) for the proposed extension of an
existing bulkhead located at 223 Sea Trace Ln., Newport, NC 29570. The notice inaccurately depicts the current
site conditions.
I DO HAVE OBJECTIONS TO THIS PROPOSAL.
I am submitting this response within the required 10-day period following receipt of notification by USPS mail
(Appendix B).
I present the following documentation in support of my objections (Appendix Q. Figure 1 details the conditions
prior to, during, and following the installation of applicant's existing bulkhead in 2020. Over the intervening four
years, applicant's prior bulkhead installation has resulted in at least 45 ft. of shoreline loss (Figure 2).The loss has
been so severe that today,the end of my dock no longer reaches the shoreline at all, exposing utilities and
creating significant hazards to me and my guests (Figure 3).
If the applicant were to be permitted to extend their bulkhead another 16 feet northward as proposed, the
erosion created by applicants existing bulkhead (Figure 4) would be extended at least another 16 feet further,
consuming a total of at least 61 feet of shoreline that was a productive riparian wetland just 4 years ago in 2020.
Furthermore, applicant has recently encroached upon the riparian buffer by utilizing unpermitted and unsightly
bags of cement in an ineffective and futile attempt to stabilize the shore degradation that they have brought to
my property with their bulkhead installation.
Applicant was advised in 2018 of my objection to a hardening of the shoreline that would result in significant
erosion (Appendix D), as has come to pass.
I strongly encourage the Division of Coastal Management to deny the application and protect my remaining
shoreline from further erosion caused entirely by the actions of the applicant.

on 8/26/2024 regarding your concerns about the proposal by George Hirasawa c/o Dynamic East
to construct a 16' wing wall extension at 223 Sea Trace Lane in Newport, Carteret County. The
proposed project has been determined to comply with the Rules of the Coastal Resources
Commission (07H .1100), and as such, a permit has been issued to authorize the development. I
have enclosed a copy of the permit, as well as the relevant statutes.
If you wish to contest our decision to issue this permit,you may file a request for a Third-
Party Hearing.The request for a hearing will be considered by the Chair of the Coastal
Resources Commission. The hearing request must be filed with the Director, Division of
Coastal Management, in writing and must be received within twenty (20) days after the

I have reviewed the documentation you Provided pertaining to your Proposed installation of a riprap
revetment on your property adjacent to mine an Sea Trace Lr_in Newport,NC
f am opposed to this installation.
Riprap revetments are know"to cause accelerated erosion towards their watervitard direction,and at their
ends due to the manner in which they dissipate wave energy. Since the western end of your proposed
revetment abuts an'erosion proof riprap jetty at the canal entry,the eastern end of the revetment(i.e..
abutting my property)would experience the full brunt of that dlWpated energy and suffer even
greater accelerated erosion.which is unacceptable to me. The complete and irreversible loss of sand in front
of the proposed revetment along this beach'is similarly unacceptable to me,and presumably you as well.
I encourage you to read 'The Battle for North Carolina's Coast'by S-R,Riggs?ECU Distinguished Research
Professor;available at the NC Aquarium in PKS,and also on-line). There is an informative section about
shoreline hardening Jp,90),that states: "_.hardened structures on beaches and inlets inevitably cause
increased erosion and ultimate loss of the beach,* In addition,"...trading concrete,rock and debris for the
natural sand beach is not an acceptable control measure,"Further,"construction of rock revetments along
sandy beaches inevitably results in loss of the natural beach in front of the hardened structure," As well,as
"[shoreline hardening]results in amplified erosion on the down-drift ends,"
it you search on-line for keywords such as::'riprap revetment erosion" you will find many additional articles
that also detail the situation in an abbreviated manner. One pertinent example

stating: "Disod'voritages.,...There is a risk of erosion on the ends of the protected area.'
i can appreciate and support your desire to prevent the loss of your property,but not to the extent that it
results in a significant acceleration of erosion to my own property,which is why I oppose the installation of
this riprap revetment. I am similarly not interested in extending the revetment across my property as that
would result in the irretrievable loss of sand from the entire beach,undermine the pilings of my dock,as well
as simply rincive the erosion further down the shoreline to the eastern terminus of the extended revetment.
I encourage you to pursue a"living shoreline"solution tas discussed in the above link), I am very amenable to
that solution,and would offer no opposition to it, fn fact,this was what protected your shoreline for many
years until the prior owner of your properly removed We vegetation entirely a couple years ago,which has

I am in receipt of your notice dated Aug. 14 regarding a seawall extension at 223 Sea Trace Ln.
I OBJECT to the project, and will be notifying DCM as such within the required 10 day timeline.
Furthermore, there has been an unpermitted dumping of approximately a dozen bags of concrete within the
riparian wetlands buffer that will be highlighted in my objection. I require their removal prior to Aug. 24,
2024.
