SITE LOCATION The channel from Pamlico Sound to Rodanthe Harbor is located on the western side of Hatteras Island, North Carolina approximately 13 miles south of Oregon Inlet and 31 miles north of Hatteras Inlet. This federally authorized channel consists of a channel 6-foot deep by 100-feet wide extending from Pamlico Sound into a basin 6-feet deep and 80-feet by 100 feet wide (Figure 1). The channel and basin is utilized by local mariners as well as the North Carolina State Ferry Division for subsistence harbor ferry transportation. Dare County owns the parcels of land surrounding the Rodanthe Harbor (Parcels #012542001 and #012542000) Figure 1. PROPOSED ACTION The proposed action involves excavating approximately 520 cubic yards of sandy material where control depths are less than 6 feet within a —700 ft long segment of the Pamlico Sound to Rodanthe Harbor channel (Figure 2). This shoaling is prohibiting North Carolina Department of Transportation (NC DOT) ferries from accessing the ferry terminal at Rodanthe, which is used under emergency conditions such as evacuations and providing emergency supplies to Hatteras Island. The dredged material will be disposed of within the confined upland disposal area owned by Dare County and historically used by the United States Army Corps of Engineers (USACE) located just to the south of Rodanthe Harbor (Figure 2). 21P�ige Dredging operations will be performed mechanically via a "bucket and barge". It is estimated that the dredge operation would require between 1 and 2 weeks of excavation. It is currently anticipated that material will be offloaded from the barge and delivered via truck directly into the confined upland disposal area as shown in Figure 3. Material will be contained within the confines of the upland disposal area through the use of silt fences, if existing site conditions deem necessary. Figs- - -- -- --. Figure 3. Map depicting the proposed Offloading Location and route to the Disposal Area. 3I 3. 1 M PACTS TO NATU RAL RESOU RCES The proposed project will not involve the excavation of any marsh, submerged aquatic vegetation (SAV), as defined at 15A NAC 031.0101 by the Marine Fisheries Commission, or any other wetland. Figure 4 depicts the distribution of SAV based on a 2014 and 2019/2020 assessment performed by the Albemarle -Pamlico National Estuary Partnership (APNEP). Based on these two assessments, no SAV is located within the footprint of the proposed dredging. Furthermore, the project area does not contain designated Primary Nursery Areas (PNA). Figure 4. Her findings are as follows: The Steve Midgett Property is strangely listed- not sure why it's listed under that name but references two deeds to Mr. James T Rasnake where he takes interest (not sure if all or just fractional) to the site.
