I have a signed waive from one property owner (Cindy Barr) but the vacant lot owner has moved and
left no forwarding address according to the USPS and the Certified Letter is being returned to me.
I used the address from Bertie County and I've asked John Davis if he can provide a different address
for the owner.
I'll update you as I get more information.
