Also authorized by this minor modification is the temporary placement and use of two "screw-eye" anchoring posts, which are to be placed in the ocean beach area near the area of excavation. All work must be done in accordance with the attached letter dated 8/31/04, unless specifically modified herein. a 2) All temporary craters and mounds caused by the permittee and/or its contractors shall be returned to predevelopment elevations prior to leaving a particular area.. 3) The authorized anchoring posts shall be removed within a maximum of 60 days of their placement. x 4) Appropriate warning signs must be attached to each anchoring post. The signs must remain in place at } all times while the posts are on the beach. It details the minor adjustments to our 2003 plan of operations that we have discussed. As noted,we have already reviewed these changes with Fort Macon State Park Superintendent Jody Merritt and Richard Lawrence of the NC Underwater Archaeology Branch, and they both have given us tentative approval to proceed, if you concur. Rather than utilize the jack-up barge Polly L and her large hydraulic excavator, we intend using our 41 foot vessel Pelican III,equipped with twin 26"propwash diverters("blowers")to excavate the overburden of sand covering the anomalies indicated on our magnetometer contour charts in same area as originally proposed. As before, all holes will be promptly back-filled prior to our departure from the scene. In the interests of vessel safety and efficiency, it will be necessary to sink a pair of "screw-eye"anchors (mooring posts,)approximately one hundred yards apart, into the sand near or on the beach prior to such excavation operations, and leave them in place for no more than sixty days. Originally,we intended to place these anchors in the shallow water just a few feet off the beach,but Superintendent Merritt requested, in the interest of public safety,that we place such anchors on the beach,rather than in the water. There are many reasons,(safety, efficiency, simplicity)why it makes sense to place the anchors on the beach,rather than in the water. Appropriate warning signs stating: "Caution, temporary mooring post below,keep clear"will be affixed to a sign-post above each anchor. During operations,we will station a team on the beach to keep the public at bay, as well as to monitor both the anchors and the mooring lines coming from the vessel. Some of the anomalies we wish to examine may be buried under the sand in waters too shallow for Pelican III. In that instance,we intend to use our Keene Engineering induction dredge(rated at 6500 gpm)to excavate down to the cultural material. Once again, all holes will be back-filled prior to our departure. We had planned to begin work on October Is'. We hope to gain approval in time to maintain that schedule. Modification Fee($100 postal money order)is enclosed.
