This permit,issued on July 25,2003 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines,imprisonment or civil actiop; or may cause the permit to be null and void.
1) This minor modification authorizes the extension of the previously permitted gas pipeline. The
authorized extension will allow for pipeline placement along the east side of SR 1002, and along NC 55,
to provide service to the Pamlico Middle School and the Pamlico Correctional Institute, as depicted in
the attached workplan drawing.
2) Prior to construction of waterbody crossings authorized under this minor modification, the permittee
must contact the Department of Administration's State Property Office to determine if an additional
Easement is required for these crossings.

This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DENR and the
other qualified persons within twenty (20) days ofjlle issuing Chairman of the Coastal Resources Commission.

ADDITIONAL CONDITIONS
3) Directional boring shall be utilized in any area where the pipeline extension crosses any area of
wetlands. Directional boring shall also be utilized when crossing the North Prong and South Prong of
the Bay River.
4) This minor modification must be attached to the original of Permit No. 51-03, which was issued on
4/11/02, as well as the amendment of 5/12/03, and copies of all documents must be readily available on
site when a Division of Coastal Management representative inspects the project for compliance.
5) All conditions and stipulations ofthe.active permit remain in force under this minor modification unless
altered herein.

Dear Sir or Madam:
The enclosed permit constitutes authorization under the Coastal Area Management Act, and where applicable, the
State Dredge and Fill Law, for you to proceed with your project proposal. The original(buff-colored form) is retained by you
and it must be available on site when the project is inspected for compliance. Please sign both the original and the copy and
return the copy to this office in the enclosed envelope. Signing the permit and proceeding means you have waived your right of
appeal described below.
If you object to the permit or any of the conditions,you may request a hearing pursuant to NCGS 113A-121.1 or 113-
229. Your petition for a hearing must be filed in accordance with NCGS Chapter 150B with the Office of Administrative
Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714, (919) 733-2698 within twenty (20) days of this decision on
your permit. You should also be aware that if another qualified party submits a valid objection to the issuance of this permit
within twenty (20) days, the matter must be resolved prior to work initiation. The Coastal Resources Commission makes the
final decision on any appeal.
The project plan is subject to those conditions appearing on the permit form. Otherwise,all work must be carried out
in accordance with your application. Modifications, time extensions, and future maintenance require additional approval.
Please read your permit carefully prior to starting work and review all project plans, as approved. If you are having the work
done by a contractor,it would be to your benefit to be sure that he fully understands all permit requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we request that you
complete and mail the enclosed Notice Card just prior to work initiation. However, if questions arise concerning permit
conditions,environmental safeguards, or problem areas,you may contact Department personnel at any time for assistance.By
working in accordance with the permit,you will be helping to protect our vitally important coastal resources.

SUBJECT: Revision Request for CAMA Major Permit 51-03 issued to Eastern N.C.
Natural Gas, at multiple waterbody crossings in six eastern N.C. counties

Attached is a permit modification request from Mrs. Sheila Hughes with EasternNC
Natural Gas requesting to revise CAMA Major Permit #51-0 authorizing the construction of a
gas pipeline in Beaufort, Craven, Jones, Pamlico, and Pitt Counties. The permit is scheduled
to set to expire on December 31, 2006.
In Pamlico County, EasternNC is authorized to install a 6-inch gas transmission
pipeline within the DOT right-of-way. EasternNC proposes to re-route a 2.5 mile portion of
the 6-inch gas transmission line beginning on the East side of Hwy 306 and following the
existing powerline right-of-way. No direct impacts to wetlands or streams are expected due to
the use of HDD in marked wetland areas and at stream crossings. I have confirmed with Scott
Jones of the USACE and Tom Steffens of the NCDWQ that their agencies have no objections
to the proposed re-route. No AECs are involved in the area of the proposed re-route. The
attached plats reflect the proposed realignment of the gas line.
Based on my review, it appears that the project remains consistent with the pertinent
regulations of the Division. Therefore, I have no objections to the proposal with a reference
to the attached plats if all existing conditions remain valid unless modified herein.

Dear Mr. Lane,
EasternNC is proposing to modify its original Phase IIIA Division of Coastal Management
(DCM) major permit by re-routing a portion of the Bayboro Lateral in Pamlico County. The
section we are proposing to re-route is located east of Point Road (SR 306), and runs for
approximately 2.5 miles. EasternNC would like permission to install our 6-inch pipeline within
existing powerline right-of-way instead of DOT right-of-way as originally applied for and
permitted.
Our environmental consultant, Environmental Services, Inc. (ESI), used GPS technology to
gather all wetland and stream data points and flagged them in June of 2004. EasternNC is
intending to utilize HDD to install pipe within the marked wetland areas, and also to cross any
streams. Therefore, no direct impacts will occur to any stream or wetland. A map showing the
exact location of the proposed pipeline route is attached for your information. Additionally,
aerial maps that identify exact locations of wetlands and/or streams are provided.

Please find enclosed a request from Ms. Shelia Hughes, Environmental Coordinator for Eastern
North Carolina Natural Gas requesting a modification to CAMA Major Permit # 51-03 to allow
for the extension of the permitted pipeline to service the Pamlico Correctional Institute and
Pamlico Middle School near Bayboro in Pamlico County,North Carolina.
This permit was originally issued on April 11, 2003 and was amended on May 12, 2003. The
permit was issued for the installation of 94.5 miles of natural gas and fiber optics line in
Beaufort, Craven, Pamlico, Jones, and Onslow counties. The applicant proposes to extend the
pipeline approximately 0.5 miles north of NC Highway 55 along the east side of NCSR 1002, to
provide service to the Pamlico Correctional Institution, and to extend it 0.7 miles south of
Bayboro on NC 55 to provide service to Pamlico County Middle School. The applicant states
that Eastern NC Natural Gas is planning to use directional boring in any areas where the pipeline
would cross wetland areas and where it would cross the North Prong and South Prong of the Bay
River.
After thorough review of the request I have determined that this proposal is consistent with 15A
NCAC Subchapter 07H.0206, .0207, .0208, and .0209. Therefore, I recommend the Minor
Modification be authorized and that all original conditions of the issued permit remain in effect.
The applicant has submitted the $100 modification fee.

EasternNC is proposing to modify its original Phase IIIA CAMA permit by extending natural gas
service to two state institutions. The first is the Pamlico Correctional Institution, which is
located approximately 0.5 mile north of Highway 55, just off of Bay City Road (SR 1002).
EasternNC would like permission to install our 4-inch distribution pipeline on the east side of
Bay City Road to align with existing DOT right-of-way. The second is the Pamlico County
Middle School, located on Highway 55 south of Bayboro. EasternNC would like to also install
4-inch distribution pipeline to the school, and the pipe would be installed on the south side of
Highway 55, and again co-located with NC DOT right-of-way.

the exact location of the proposed pipeline route is attached for your information. Additionally,
aerial maps that identify exact locations of wetlands and/or streams are provided.
