SUBJECT: Letter of Refinement - CAMA Major Permit #2-03, Core Banks Club, LLC

Please find attached a request from Mr. John Hagan representing the Core Banks Club,
LLC. The club was issued CAMA Major Permit #2-03 on January 13, 2003, authorizing a
hunting and fishing camp within the Township of Davis, NC. The camp includes a residence
with well and septic, a road, culverts in federal wetlands, a pier into Core Sound, a boat
basin with bulkhead, and a boat shed. After receiving the permit, Mr. Hagan recognized
that he had overlooked two minor details in making his original request. This memo is
meant to reconcile that oversight.
The house footprint on the original submittal did not include porches. The applicant
proposes a 12' wide porch for the length of the house (53) on the waterward side. On the
landward side, a 29' x 8' porch is proposed. The impervious surface area will increase
slightly from the original 2.5% with the addition. All portions of this structure exceed 30'
from the nhw level.
The second part of the proposal is for a 15' x 15' boatlift within the authorized boat basin.
This basin is not authorized within the open waters of Core Sound, but will be excavated
into the applicant's property at the north end of an existing canal.
The first request is a minor change to the house footprint and is easily handled under a
Letter of Refinement. The second request is for a boatlift that could be handled under a
General Permit. Given this, I feel the Refinement process is also appropriate for this
structure.
The proposed remains consistent with the CAMA contingent upon all of the original
conditions. I recommend the proposal be authorized under a Letter of Refinement to the
original permit.
