*This renewal must be attached to the permit issued on May 20, 1988 and the
first renewal issued April 3, 1989 and be available on site when Division
personnel inspect the project for compliance. All conditions and stip-
ulations of the renewal apply to the project under this renewal.
This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DNRCD and
other qualified persons within twenty (20) days of the the Chairman of the Coastal Resources Commission.

Dear Mr. Wolfenbarger:
The enclosed permit constitutes authorization under the Coastal Area Managerent Act, and where
applicable, the State Dredge and Fill Law, for you to proceed with your project proposal . The original
(buff colored form) is retained by you and it crust be available on-site 0-len the project is inspected
for calpl i ance. Please sign both the original and the copy and return the copy to this office in the
enclosed envelope. Signing the permit and proceeding means you have waived your right of appeal described
bel ar.
If you object to the pen-nit or any of the conditions, you may request a hearing pursuant to NCGS
113A-121.1 or 113-229. Your petition for a hearing mast be file:; in accordance with N.C.G.S. Chapter

within 20 days of this decision on your permit. You should also be aware that if anotl-er qualified
party submits a valid objection to the issuance of this penT t within tventy (20) days, the matter
must be resolved prior to work initiation. The Coastal Resources Carmission makes the final decision
on any appeal.
The project plan is subject to those conditions appearing on the permit for,. C hen•rise, all
work mist be carried out in accordance with your application. Vbd ifications, time extensions and future
maintenance require additional approval. Please read your pewit carefully prior to starting work
and reviev all project plans, as approved. If you are having the work done by a contractcr, it would
be to your benefit to be sure that he fully understands all permit requirarents.
- From tine to time, Department personnel urill visit the project site. To facilitate this review,
vP request that you complete and mail the enclosed ittice Card just prior to Work initiation. HoiAever,
if questions arise concerning permit conditions, environmental safeguards, or problem areas, you may
contact Department personnel at any time for assistance. By %•xorking in accordance with the permit,
you will be helping to protect our vitally important coastal resources.

Dear Mr. Wolfenbarger:
Through coordination with the North Carolina Division of Coastal
Management, we have learned of the renewal of your State permit which
authorizes your maintenance of a channel, canal and basin and construction of
marina facilities on the Neuse River, Minnesott Beach, Pamlico County, North
Carolina.
Your proposal has been reviewed and continues to be consistent with the
provisions and objectives of general permit No. CESAW-0080-N-000-0291.
Therefore, you may continue work in strict accordance with the renewed State
authorization. Failure to comply with the State authorization or conditions
of the general permit could result in civil and/or administrative penalties .
If any change in your work is required because of unforeseen or altered
conditions or for any other reason, plans revised to show the change must be
sent promptly to this office and the North Carolina Division of Coastal
Management prior to performing any such change or alteration. Such action is
necessary as revised plans must be reviewed and the authorization modified.

Reference the State/Federal permit which authorizes Minnesott Beach Yacht
Basin, represented by Mr. Keith A. Wolfenbarger, to maintain a channel, canal
and basin and construct marina facilities on the Neuse River, Minnesott Beach,
Pamlico County, North Carolina. Also, reference Ms. Judy Wolfenbarger's
January 29, 1990, letter to Mr. David Noble of the Elizabeth City Field Office
of the North Carolina Division of Coastal Management whereby she requested an
extension of time in which to continue work.
We have reviewed the permit file, and we have no objection to an extension
of the permit expiration date as requested.

SUBJECT: RENEWAL REQUEST - MINNESOTT BEACH YACHT BASIN - MAJOR
PERMIT #109-84
DATE: FEBRUARY 9, 1990
Attached is a request to renew CAMA Major Permit #109-84,
Minnesott Beach Yacht Basin, along with their check in the amount
of $25. 00. The permittee has requested renewal for two ( 2)
items:
1. Five ( 5) year extension for maintenance dredging; and,
2. One ( 1) year extension for construction of a fuel dock
(permit modification 4-22-88) and bulkhead/grading work
(permit modification 5-20-88) .
I have no objections to either with the original permit
conditions.

Dear David:
Per my phone call of several days ago, I wish to formally apply for renewal of the
following:
1 . Our regular CAMA (maintenance) Permit # 109-84, due July 31 , 1990.
Please find the fee of $25.00 attached.
We would like this renewal to be for a minimum of five years.
2. An extension of the permits issued to (a) construct a fuel dock.
and (b) an extension of the permit to bulkhead our beach area. It
is understood that you will need to remeasure and re stake the area
before we proceed with the work.
We need the extended time because we simply have not had the time or manpower
to complete these projects. Another years time would be most appreciated.
Thank you for your prompt attention to the above matters.
