This letter of refinement is in reference to your 6 March 2013 correspondence (attached), requesting a modification of Major
CAMA Permit No. 176-05. This permit was originally issued to Innsbrook, for the Rial Corporation, on 9 November 2005 for the
development of a new subdivision with 399 single family lots, a golf course with clubhouse, shoreline stabilization, access roads, and
parking areas adjacent the Chowan River. A Major Modification was issued on 9 December 2010 to Rial Corporation for the
development of a 107-slip marina and associated boat ramp, parking areas, roads, ship store and pool adjacent to Salmon Creek.
The authorized development, formerly known as Innsbrook, at Scotch Hall Preserve is located on the Chowan River and Salmon
Creek, near the Merry Hill Township, at the end of SR 1502 in Bertie County, North Carolina. The permit has been refined on several
occasions and currently has an expiration date of 22 January 2015 under the name of Rial Corporation referred to as Scotch Hall
Preserve.
Your 6 March 2013 correspondence was a request to amend the permit to allow for two vinyl sheet pile jetties, constructed
during the temporary coffer dam structure installation, to remain permanently in place along both length sides of the authorized boat
ramp to prevent under washing of the ramp. The request is to also allow for a 24" wide cap board atop each jetty that will serve as
catwalks for launching boats. The total length of each jetty will be 60 linear feet, ±33' of which each jetty will extend below normal
water level (NWL)of Salmon Creek and terminate at the waterward end of the ramp, resulting in an increase of±132 ftz of additional
shaded impact over Public Trust Area, Area of Environmental Concern (AEC) of Salmon Creek. The aforementioned two jetties with
cap boards to stabilize the boat ramp and provide boat launch access in association with the Phase 1 marina construction, is hereby
authorized. All permit conditions including the 22 January 2015 expiration date still apply and remain unchanged. Your plat sheet 1,
titled Scotch Hall Preserve Marina, dated revised 6 March 2013, and plat sheet 2, titled Details for Boat Launch Ramp, Scotch Hall
Preserve Marina, dated revised 19 December 2012, will become a permanent part of the file.

Dear Ms. Hedrick,
The purpose of this correspondence is to request a Letter of Refinement to CAMA Major Permit 176-05 in
association with the boat ramp that is being constructed. The boat ramp construction method includes a bulkhead
along both sides of the concrete ramp. This type of design protects the ramp from side scour and undercutting
and allows for the vinyl bulkhead sheeting to be utilized for the coffer dam for pouring the concrete ramp in the
dry. On top of the bulkheading, cap boards (24" wide) are included. This capping will be utilized as a catwalk for
launching boats and is shown on our structural design sheet.
I have enclosed three copies of our CAMA Plan that labels the boat ramp bulkhead location and also references
the structural design sheet from CES, Inc (three copies of this sheet are enclosed as well). The CAMA plan has a
revision date of 3/06/2013 and the CES Boat Ramp Structural Design Sheet is dated 12/14/2012.
