This permit, issued on J111v 1 R,2013 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this minor modification/renewal authorizes the construction of the
access walkway, gangway, and floating platform/kayak launch, all as depicted on the attached workplan
drawings.
2) No vegetated wetlands or open water areas shall be excavated or fill, even temporarily.
3) All conditions and stipulations of the active permit remain in force under this minor modification unless
specifically altered herein.
4) This minor modification/renewal shall be attached to the original of Permit No. 150-05, which was
issued on 10/5/05, as well as all subsequent modifications, refinements and renewals, and copies of all
documents shall be readily available on site when Division personnel inspect the project for compliance.
This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DENR and the
other qualified persons within twenty (20) days of the issuing Chairman of the Coastal Resources Commission.

RE: Extension and modification request for Coastal Resources Major Permit No. 150-05 issued to
the Town of Windsor on June 8, 2006.
Dear Ms. Hedrick,
As designated "Acting Agent" for the Town of Windsor (see attached NCCAMA Agent Authorization
Form dated January 10, 2013), 1 am providing technical assistance to the town's personnel for
implementation of planned improvements for access to the Cashie River at the Roanoke/Cashie
River Center, 112 Water Street, Windsor, NC. The following narrative offers insight to the planned
improvements:
Project Setting
The project site is adjacent US HWY 17 Business (112 Water Street) in the Town of Windsor on the
Cashie River in Bertie County, North Carolina. The Partnership for the Sounds Roanoke/Cashie River
Center Museum, the Department of Interior—US Fish and Wildlife Service Roanoke River Wildlife
Refuge headquarters, and Town of Windsor Farmers' Market are located on the approximately 6.2
acre site. Additional man-made features on the site include asphalt drive and parking areas,
wooden boardwalks, 10-transient boat slips, boat ramp, amphitheater, outdoor restroom facilities
and in-stream constructed wetlands. Vegetation on the site primarily consists of a variety of
hydrophytic and upland vegetative plants, scrub willows, cypress, sycamore and maple trees
clustered along the shoreline.
Land use of adjacent properties to the northeast consists of light industrial/commercial
development of properties owned by the Town of Windsor and the Windsor Township
Development Commission located between the Roanoke/Cashie River Center's property line and
South Queen Street. The northwest property line is adjacent open farmland owned by Virginia S.
Gillam Heirs and the southwest property line is Town of Windsor property that consists of light
industrial development. The Cashie River is classified as B-SW by the NC Environmental
Commission, considered as Inland Waters, and is not open to shell fishing.
Purpose
The Town of Windsor desires to request an extension and modification to Permit No. 150-05,
issued to the Town of Windsor on June 8, 2006, with an expiration date of December 31, 2012.
Development activities that have previously been completed under this Permit No. include the
following: 1) construction of two (2) 8'W x 321 head pier structures for transient boat dockage;
2) two (2) 8'W x 201 T-platforms connected to form these head pier structures; 3) ten (Wyj ry x;
transient boat slips, and 4) a minor modification to apply fill material to create a sand berm along

the edge of the bank to serve as an undeveloped kayak and canoe launching site (where planned
project improvements are to be directed).
Project Description
This extension and modification request to Permit No. 150-05 (see attached letter dated January 9,
2013) is to address planned improvements for construction of a more pronounced and ADA
transfer safe launch and two canoe/kayak boat slips adjacent the southern property line where the
above stated fill material was applied in 2006. Proposed work under this modification shall be the
following: 1) construction of approximately 6'W x 235' L of concrete walkway; 2) installation of 4'W
x 241 ADA aluminum gangway to connect walkway to launching platform; 3) 16'W x 261 AccuDock
ADA transfer safe launching platform; and 4) two (2) transient canoe/kayak boat slips to facilitate
small boat launching/take-out.
Environmental Concerns/Design Factors
I visited the site with Mr. Josh R. Pelletier, Regulatory Specialist with the United States Army Corps
of Engineers in the Washington Regulatory Field Office, on February 14, 2013. No wetlands have
been designated in the area of planned access walkway (see attached email correspondence from
Mr. Pelletier dated February 26, 2013);therefore, no height restrictions for protection of shaded
areas are applicable.
The walkway shall be constructed of a 6'W poured concrete slab beginning at ground level to
connect to the existing access road and gradually be graded for approximately 65 linear feet to an
average one (1) foot minimum above natural ground level (NGL). The remaining + 170
to the Cashie River's edge will follow natural grade approximately two (2) feet above NGL (to
maintain the maximum 1:12 slope ramp ADA requirements). The walkway access will be
constructed with a 10' flat landing/rest areas every 30 linear feet to meet ADA
guidelines/requirements.
A 4'W x 241 aluminum gangway will then provide access from the stationary concrete access
walkway to the ADA transfer safe floating launching platform to meet the ADA 1:12 maximum
slope requirements.
Anticipated Impacts
The launching platform to be constructed over the Cashie River will result in some localized short-
term turbidity during the installation of 4 (four) pilings. It will create 2 (two) additional docking slips
to the original 10-slip transient boat docking facility and increase the "shaded impact area" on the
Cashie River by+416 sq. ft. of river bottom.

Major CAMA Permit No. 150-05 was issued to the Town of Windsor on 5 October 2005
for the construction of two T-head piers to create dockage for 10 boats off an existing boardwalk
located adjacent the Roanoke/Cashie River Center off U.S. Hwy 17 (Water Street) in the Town of
Windsor on the Cashie River in Bertie County, North Carolina. A Minor Modification of the permit
was issued on 8 June 2006 to create a sandy kayak/canoe launch area adjacent the Cashie River in
the same area they are now proposing a kayak launch pier. The aforementioned authorized
development has been completed.
Mr. David Hodges, Jr., as agent for the Town of Windsor, submitted the request on 20
June 2013 for a renewal and modification to the permit to allow for the construction of a 235' long by
6' wide concrete upland access connected to a 24' long by 4' wide aluminum gangway (12' over land
and 12' over water) to a 26' long by 16' wide floating platform with a 12' long by 4' wide canoe launch
and a 12' long by 3' wide kayak launch within the platform footprint. The launch structure is being
proposed behind the Roanoke/Cashie River Center ±160' downstream of the existing 10-slip docking
facility. The proposed T-head launch structure and access will result in an additional 48 ft2 shaded
impact from the gangway and 416 ft2 shaded impact from the launch platform, for a total of 464 ft2
shaded impact over the Cashie River. Total number of slips at the property will increase by two from
the double canoe/kayak launches, resulting in a total of 12 slips for the Town of Windsor. The
proposed canoe/kayak launch structure and upland access is shown on the attached two plan view
and one cross-sectional drawings, all dated 19 June 2013. Details of the launch platform are shown
on the drawing dated 19 April 2012.

1 have sent the information to the U.S. Army Corps of Engineers and the NCDENR, Division of
Water Quality and Wildlife Resources Commission for review and comments. Please advise if any
other agency review is necessary. The $200 check covering the cost of the requested renewal and
modification was received and has been deposited in the Department's account. If the modification
is granted, standard conditions for docking facilities needs to be included with reference to the
attached plats, and the permit will authorize a maximum of 12 boat slips. Please call me at

Ms. Hedrick,
As Mayor of the Town of Windsor, I would like to provide supporting documentation on the above referenced topic as
Mr. Hodges discussed with you in your office on December 20, 2012,and an email he forwarded to you dated December
21, 2012. The Town of Windsor desires to officially request an extension and modification to Permit No. 150-05, issued
to the Town of Windsor on June 8, 2006 with an expiration date of December 31,2012.
The initial authorized work under Permit No. 150-05 consisted of two piers with associated platforms and waterfront
dockage for ten boats. This workwas completed on February 23, 2007. A minor modification was issued on June 8,2006
and consisted of placement of a sand berm along the waterfront,which was completed in the month of July,2006.
The extension is necessary, as the Town has applied for a DCM 2012-2013 Public Beach and Waterfront Access grant,
which they hope to hear positive response in the near future. The grant shall provide financial assistance to the town to
install the planned improvements.
This second modification requested of Permit No. 150-05 will be to address planned improvements for a canoe/kayak
launch site along the Cashie River waterfront at the Roanoke-Cashie River Center in Windsor,NC. Planned work includes
construction of a 10' wide boardwalk approximately 240 linear feet to connect the parking area to the riverfront where a
gangway and floating canoe/kayak launch platform shall be constructed.
The town shall be providing the necessary information and fees as related to these improvements for your review in the
early months of 2013. The town is presently waiting to complete state contract actions for the 2012-2013 DCM grant
application before proceeding.

I've looked at the modification request from the Town of Windsor for permit# 150-05 with regard to impacts on wildlife
resources.The request includes a 6' by 235' concrete access, a 4' by 24' gangway to a 16' by 26' platform with a 4' by
12' canoe launch and 3' by 12' kayak launch. This structure modification is to help aid in ADA access.
After review of the request, NCWRC has minimal concern with wildlife impacts and believes the project could proceed as-
proposed.

I've looked at the modification request from the Town of Windsor for permit# 150-05 with regard to impacts on wildlife
resources. The request includes a 6' by 235' concrete access, a 4' by 24' gangway to a 16' by 26' platform with a 4' by
12' canoe launch and 3' by 12' kayak launch. This structure modification is to help aid in ADA access.
After review of the request, NCWRC has minimal concern with wildlife impacts and believes the project could proceed as
proposed.
