Project Description: NCDOT's Rail Division proposes various improvements for the CSX SE Line in
New Hanover County, including tie and rail rehabilitation, improvements to highway grade crossings,
curve realignments, upgrading switch operations, and closing and improving several existing at -grade
crossings. Project length is approximately 13.0 miles. All proposed work -related activities are to occur
within the Rail's existing ROW corridor except for the proposed curve realignments. Although the entire
13-mile corridor will serve as the Study Area for the proposed project, the Area of Potential Effects
(APE) will focus solely on the two (2) curve realignment locations. The Study Area is essentially a 400-
foot wide corridor along the CSX SE Line, beginning near the intersection of South 2nd Street and Kidder
Street in Wilmington and extending to the rail's crossing of Cedar Hill Road in Brunswick County,
encompassing about 491 acres. For the APE, the first curve realignment location falls between McRae
Street and King Street, encompassing about 37.4 acres (APE 1). The second curve alignment location is
situated near Wetsig Road and encompasses about 10.5 acres (APE 2). Overall, the two curve
realignment locations for the APE make up about 47.9 acres, inclusive of any modern development.

Brief description of review activities, results of review, and conclusions:
This project was accepted on Tuesday, November 26, 2019. A review of the Office of State
Archaeology's (OSA) GIS databases was also conducted on Tuesday, November 26, 2019. No
archaeological investigations have been conducted in the vicinity of either curve realignment location,
and no archaeological sites have been recorded within one-half (1/2) mile of either curve location. Digital
copies of HPO's maps (Wilmington and Castle Hayne Quadrangles) as well as the HPOWEB GIS Service
(http://gis.ncdcr.gov/hpoweb/) were reviewed on Monday, December 2, 2019. Although there are
numerous historic architectural resources located along the greater Study Area corridor, there are no
known historic architectural resources located within either of the proposed curve realignment locations
to be concerned about from an archaeological perspective. In addition, topographic maps, historic maps
(NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge
environmental factors that may have contributed to historic or prehistoric settlement within the project
limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive -type
disturbances within and surrounding each location making up the APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:

Although State funds are to be used for the project, there is FHWA and FRA involvement. Although
permanent/temporary drainage and/or utility easements will not be necessary, new Rail ROW may be
needed in two (2) curve realignment locations. The size and shape of each APE has been drawn to
capture any possible ground -disturbing activities associated with this project. At this time, we are in
compliance with NC GS 121-12a, since there are no eligible (i.e. National Register -listed) archaeological
resources located within either APE location that would require our attention. From an environmental
perspective, both locations fall within a highly urbanized area within the City of Wilmington in New
Hanover County. Located within the lower part of the Coastal Plain physiographic region of North
Carolina, APE 1 is mostly made up of one (1) soil type (Urban land [Ur]), which has been heavily
disturbed by its prior use as a railyard. APE 2 is also mostly made up of one (1) soil type (Seagate fine
sand [Se]), which is categorized as somewhat poorly drained. The preservation of intact archaeological
resources would not be anticipated under either environmental conditions. The Office of State
Archaeology (OSA) has reviewed a handful of projects within the vicinity of each APE for environmental
compliance, including FEMA housing (ER 08-1816), a new pier system along the NE Cape Fear River
(ER 86-7643), and the construction of a yacht manufacturing facility (ER 97-0284) near APE 1 and
channel improvements along Burnt Mill Creek (ER 87-7448), a waste area along North Kerr Avenue (ER
16-0944), and a housing project (ER 98-0884) near APE 2. Stating a low probability for intact and
significant archaeological sites to be present based on poor and disturbed soil conditions, OSA did not
require an archaeological survey for most of these projects; however, OSA did recommend investigations
for anything along the riverfront based on the presence of nearby wrecks and how the City of Wilmington
evolved historically as a port city. Within five (5) miles of the overall Study Area, NCDOT's
Archaeology Group has reviewed at least thirty (30) transportation -related projects for environmental
compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-
HPO). Similar to the recommendations put forth by OSA, an archaeological survey was also not
recommended for the majority of these projects, based on heavily disturbed and/or poorly drained
contexts. However, archaeological investigations were recommended and conducted for five (5) of these
projects, based on the nearby presence of previously recorded archaeological sites, well -drained soil
conditions, and upland topography. No newly recorded archaeological sites were documented as a result
of these investigations, although two cemeteries were recorded (Prospect Cemetery and Flemington -Oak
Grove Cemetery).
Aerials from the 1950s/1960s show the area encompassed by APE 1 consists entirely of numerous rail
lines that have since been removed/abandoned and allowed to grow over with vegetation. APE 1 is
believed to be completely disturbed by past industrial development. Although soil conditions within APE
2 negate the need for archaeological investigations, early industrial development along the east edge of
the APE as well as recent residential development along the west edge of the APE have significantly
disturbed this area.
Based on the nature of the proposed project, current soil conditions, and the results of previously
reviewed/surveyed projects in the area, it is believed that both portions of the APE, as depicted, are
unlikely to contain intact and significant archaeological resources. No archaeological survey is required
for this project. If design plans change or are made available prior to construction, then additional
consultation regarding archaeology will be required. At this time, no further archaeological work is
recommended. If archaeological materials are uncovered during project activities, then such resources
will be dealt with according to the procedures set forth for "unanticipated discoveries," to include
notification of NCDOT's Archaeology Group.

has expressed an interest: Catawba Indian Nation. It is recommended that you contact each federal
agency involved with your project, if applicable, to determine their Section 106 Tribal consultation
requirements. Please know that no State -recognized tribe has expressed interest in activities within this
county.
