In accordance with Section XI (Reporting Requirements) of the Biological Opinion Log No. 04EN2000-
2015-F-0210 issued in support of the Ocean Isle Beach Shoreline Protection Project (Terminal Groin
Project), I am submitting an annual report summarizing the results of all the monitoring and survey
efforts that have been completed in association with the project thus far. These include bird
monitoring, sea turtle monitoring, seabeach amaranth monitoring, and compaction/escarpment
monitoring efforts. As requested in BO, I have also attached the "raw data" from the bird
monitoring and sea turtle monitoring efforts. Please reach out to me anytime should you have any
questions or would like to discuss any of this further.
Also, just as an FYI, the USACE recently completed navigation maintenance dredging within the
Shallotte Inlet crossing with material placed just east of the groin. I've attached 2 photos- one is
from a low tide on 12/28/22 just before the dredging/placement began. The other was from a
higher tide on 1/11/23 while the USACE's dredge/placement activity was still underway.

Turtle sighted on beach by visitor sometime between
0400 and 0500. She was heading to water and they
noted she had sand all over her back. They took a
video which I saw, confirmed sand on her, but no
visible landmarks seen. Visitor was unable to say
exactly where on beach she was, just a general
location. I arrived on beach at 1030 and searched
water line and upper beach. With the winds and
hundreds of beach goers, any remnant tracks/body
pit were gone.Sand in this area very loose and deep.

Team finished just as heavy rains began.

Turtle on beach going back to water reported by
visitor at 0030 Sunday morning. Upon arrival spoke
with visitor, who had photos of turtle. No sand
visible on her back. The body pit was up along the
side of a sand dune and was ill defined. Much of her
crawl had been obliterated by the visitors walking
through them. Team dug for apprx 1 hour but found

Crawl came up beach walkway and made a body pit
just east of beach access stairs. The pit was well
defined, but was depressed in sand and had what
appeared to be the start of an egg chamber. She left
this pit and went apprx 20' west on the backside of a
dune and nested. On her exit she left behind in the
pit broken pieces of an old sand fence, and she went
over/broke the fence outside of her pit and then
made a hard left turn and headed back to the water.
Afetr coordination with Island Coordinator and NC
Wildlife, decision made to move eggs due to open

Crawl went up an apprx 30 degree beach
embankment and laid Hight at the high tide zone.
This area is wide and open beach with previous
history of water washing well over entire flat beach.
Since that time, the embankment has increaed
drastically and it appears that king tides and
unusually high tides no longer cover entire area.

Notified by Todd that beach goers had reported
seeing hatchinngs on beach near east water tower.
Upon arrival Gator team had found open egg
chamber and reported that they had seen 1
hatchling going to water and saw movement in
chamber. Spoke with visitor who said he had seen
approx 25 hatchlings on beach. Other reports were
as high as 50. After coordination with Island
Coordinator, beacause of shore bird presence it was
felt that there was a high degree of danger to
hatchlings, so we installed a standard nest set up as
well as a modified 45 day set up with edging around
nest and a trench apprx 3/4 of the way to water.
