1) This renewal shall be attached to the original of Permit No. 4-05, which was issued on 1/11/05, as well
as the minor modification issued on 4/3/06, and copies of all documents shall be readily available on
site when Division personnel inspect the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DENR and the
other qualified persons within twenty (20) days of the issuing Chairman of the Coastal Resources Commission.

Dear Mr. and Mrs. Wright:
This letter is in reference to your request to extend Permit No. 4-05, which was originally issued
on January 11, 2005. As you may be aware Session Law 2009-406, entitled "An Act to Extend
Certain Government Approvals Affecting the Development of Real Property Within the State",
was enacted by the General Assembly and signed into law by Governor Perdue on August 5,
2009, and amended by Session Law 2010-177 on August 2, 2010. The purpose of this Act was to
prevent of the abandonment of approved projects and activities due to the unfavorable economic
conditions by adding additional time to certain permits. Therefore, in accordance with this Act,
you are hereby informed that the current expiration date for Permit No. 4-05 is now officially
extended until December 31, 2014.
You should attach this letter to the original of Permit No. 4-05, as well as all subsequent
modifications, renewals and refinements, and copies of all documents shall be readily available on
site when a Division representative monitors the project for compliance. You are also advised
that this action does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required. Should you have any questions on this matter,

Derek and Sarah Wright, 6412 West Port Drive, Wilmington, New Hanover

Mr. Chris Lumpkin with Construction Building Solutions, LLC and acting agent for Mr.
and Mrs. Wright, owners of 7227 No Name Road, is requesting renewal of State Permit No. 04-
05 for the construction of a private pier and docking facility into Hewletts Creek. State Permit
No. 04-05 was originally issued to Mr. and Mrs. Wright on January 11, 2005 through the
Express Permit Program, modified on April 3, 2006 and last renewed/amended on June 23,
2009. State Permit No. 04-05 expired on December 31, 2010. This permit was subject to
extension by the Session Law 2009-406, the Permit Extension Act, as amended by Session
Law 2010-177, therefore the processing fee has been waived and renewal of the permit is
authorized without exception. Mr. Lumpkin requests a new renewal date based on the
Extension Act.
