Detailed Observations:
1. Armor stone (Size A) installation operations were being conducted today on the terminal groin. CDC was observed
placing Size A armor stone between Sta. 9+40 and Sta. 9+60. No marine mattresses were placed today (01/26).
CDC also began excavating subgrade between Sta. 9+60 and Sta. 9+85.
2. Armor stones (Size A) were observed being delivered to the project site via flatbed tractor trailer from the
Rockingham Vulcan quarry. All stones appeared to be within the size range for the Size A stone (See Photo #2).
3. Construction signs were observed in place and fencing was observed around the 4th Street and Shallotte Blvd
staging and laydown areas.
4. James Hargrove (Dial Cordy & Assoc.) was observed conducting bird monitoring on the east end of Ocean Isle
Beach.
5. Jody Bowen (NDC) visited the site to speak with Richard Mattingly (CDC) regarding offloading a bulldozer at the
end of 4th street and staging it within the CDC staging until the start of dredging operations.
6. A derrick barge and crane barge were observed anchored at the throat of Shallotte Inlet in preparation for the
start of the USACE Ocean Isle Beach CSRM project scheduled to start at the beginning of February 2022 (See
Photo #4).
7. No work was observed at the Shallotte Blvd staging area. Signs and barricades were observed in place.
Items Discussed with Contractor's Superintendent, Surveyor, Regulatory Agencies, ... etc.:
1. North Topsail Beach Alderman, Connie Pletl and Richard Grant, along with Mrs. Grant met Ken Willson (CPE) and
Adam Priest (CPE) at the terminal groin project site to observe the construction of the structure and learn about
the purpose and design of the Ocean Isle Beach terminal groin (See Photo #2).

2. Adam Priest (CPE) spoke with James Hargrove (Dial Cordy & Assoc.) who was conducting bird monitoring on the
east end of Ocean Isle Beach. He mentioned that he did not see any red knots or other protected birds during his
visit today (1/26).
3. Jody Bowen (NDC) visited the site to speak with Richard Mattingly (CDC) regarding offloading a bulldozer at the
end of 4th street and staging it within the CDC staging until the start of dredging operations.
Adam Priest (CPE) and Richard Mattingly (CDC) inspected two Size A armor stones that were delivered to the site
today (1/26). The stones visually appeared to not meet the technical specifications. The stones were measured
to determine whether the least dimension (height) was less than one-third (1/3) of the greatest dimension
(length) for each stone. Based on the measurements Richard stated that the two stones would be send back 3
to 1 spec (input actual spec language). Richard confirmed via email that the two non -spec stones were sent back
to the Vulcan (Rockingham) quarry on Blue Max Truck #609 for not meeting the project specifications and
requested a credit for the tonnage or the non -spec stones. It is estimated that the combined weight of the two
stones ranged between 15 and 18 tons (See Photo #'s 6, 7, and 8).
5. Spencer Rogers (NC Sea Grant), Tom Jarrett (CPE), Jim Gunn (CDC), Scott Hardaway (VIMS), Walter Priest (Wetland
Design), Adam Priest (CPE), and Ken Willson (CPE) met on -site at approx. 11 am to observe the construction of
the terminal groin (See Photo #3).
Richard Mattingly (CDC) informed Adam Priest (CPE) that Southern Asphalt (subcontractor for the Pointe
Development) was using a vibratory roller in proximity to the terminal groin site and that he could feel the
vibrations but was not sure what effect, if any, it will have on the vibration monitoring stations.
Were any issues identified today which may result in a field adjustment report, contract modificatio
request for interpretation, or noncompliance? If so, describe:
1. No issues were discussed today.
