Detailed Observations:
1. Armor stone (Size A) installation operations were being conducted today on the terminal groin. Eighteen (18)
marine mattresses were installed today between Sta. 9+20 to Sta. 9+40. CDC was observed placing stone on top
of marine mattresses between Sta. 9+20 and Sta. 9+40.
2. Armor stones (Size A) were observed being delivered to the project site via flatbed tractor trailer from the
Rockingham Vulcan quarry. All stones appeared to be within the size range for the Size A stone (See Photo #2).
3. Construction signs were observed in place and fencing was observed around the 4th Street and Shallotte Blvd
staging and laydown areas.
4. No work was observed at the Shallotte Blvd staging area. Signs and barricades were observed in place.
5. Observed damage to asphalt on the northeast corner of Shallotte Blvd and 4th Street, where trucks turn north to
go to the staging area at the north end of Shallotte Blvd (See Photo #7).
6.Observed stone fragment outside the footprint of the structure, on the east side near Sta. 4+00. Richard Mattingly
(CDC) was informed and indicated that it would be removed and placed in the fragment stockpile (See Photo #4).
6. Observed miscellaneous trash, lumber, stone debris on the west side of the 4th Street/Shallotte Blvd where the
flatbed truck drivers unstrap the stones before unloading them at the east end of 4th Street (See Photo #9).
Items Discussed with Contractor's Superintendent, Surveyor, Regulatory Agencies, ... etc.:
1. The USACE Ocean Isle Beach CSRM Project Pre -construction meeting was held today via conference call.
Representatives joining the call from the Town included Mayor Debbie Smith, Daisy Ivey, Justin Whiteside, and
Adam Priest (CPE). The meeting was led by Rolando Serrano (USACE) and was joined by Steve Bassett and Ricky
Smith w/ Norfolk Dredging, Bill Harris, Emily Hughes, Justin Carter, and Brennan Dooley w/ USACE. A specific
start date for the beginning of the dredge and placement operations was not stated during the call, however, the

beginning of Feb. was mentioned. Norfolk indicated that they would be performing BD surveys starting Jan. 24th-
25th. Emily Hughes (USACE) mentioned there will be an additional meeting at the project site to review the pipe
placement plan submitted by Norfolk, although no date was set. Brennan Dooley (USACE) mentioned holding
weekly progress calls to keep all parties involved up to date on the project during construction.
Adam Priest (CPE) informed Richard Mattingly (CDC) that the average excavation elevation for the marine
mattresses was slightly higher at Sta. 8+80 and Sta. 9+00 than it had been at previous stations, however, these
elevations were still within the acceptable threshold Richard indicated that he would relay the message to the
excavator operator so that they could monitor the elevations moving forward.
Richard Mattingly (CDC) asked if there had been any updates regarding the installation of a force main crossing
4th Street at the intersection with Columbia Blvd. Adam Priest (CPE) reached out to the Town and they indicated
that the contractor of the Pointe Development expects to perform the installation on Saturday (1/22) depending
on the weather. Richard indicated that if the installation was done during the week it would delay the trucks
delivering stone to the site. He also indicated that the stockpile of stone is driving production and a delay in the
stone delivery would impact the progress of the project.
Richard Mattingly (CDC) indicated that the Rockingham Quarry was impacted by freezing temperatures and icy
conditions over the weekend and were not open on Monday (1/17) which resulted in stone not being delivered.
Richard mentioned that there is a potential for no stone delivery on Friday (1/21) based on forecasted icy
conditions for that part of the state.
Were any issues identified today which may result in a field adjustment report, contract modification,
request for interpretation, or noncompliance? If so, describe:
1. No issues were discussed today.
