Yes Detailed Observations The dredge Charleston was not operational today (2/17) and was observed within Shallotte Inlet along the western side of the inlet (near Ocean Isle Beach). At 9 am, one (1) seaward outfall was located near Sta. 9+50 and one (1) landward outfall was located near Sta. 10+50. Sand was not being pumped during the time of the site visit. The on -site representative observed the shore pipeline where it came ashore from the dredge running west across the east end spit along the shoreline to the beach disposal area. During the site visit, Norfolk was observed replacing the last 660' portion of pipe, which had been composed of smaller pipe segments, with a single contiguous 660' pipe segment. 3. Escarpments were observed along the seaward edge of the fill in proximity to Sta. 2+00 to 4+50 (See Photo #6). 4. Rocks were observed along the wet beach in between the terminal groin and Sta. 2+00 (See Photo #7). 5. Surveyors from TI Coastal were observed performing a survey in proximity to Sta. 11+50 at approximately 14:00. 6. One sand sample (#008) was collected at 15:00 near station 10+00 (in proximity to the landward outfall) (Lat: 33.897088, Long:-78.394015) and had a wet Munsell color of 2.5Y-5/1(Gray) and a dry Munsell color of 2.5Y-6/1 (Gray). The size of the sediment appeared to be fine to medium sand with trace shell hash (approx. shell content 1-10%) and appeared to have less than 10% silt. (Unified Soil Classification System Descriptive Terms: Trace= 1- 10%, Little= 10-20%, Some= 20-35%). Cnn P■�ru,�n E■u■uun COASTAL PROTECTION ENGINEERING OF NORTH CAROLINA, INC. Turbidity monitoring was not conducted because the dredge was not operational during the observer's site visit. Items Discussed with Contractor's Superintendent, Surveyor, Regulatory Agencies, ... etc.: 1. Brad Rosov (CPE) spoke with Jody Bowen (Norfolk) at 9:30 regarding the non -operational status of the dredge. Jody indicated that the beach crew was in the process of replacing the 660' pipe and that once the pipe was replaced the dredging should commence within an hour or so. 2. Brad Rosov (CPE) met with Mickey Sugg (USACE) and Brad Shaver (USACE) at 9:15 am to discuss the progress of the terminal groin and accretion fillet construction. No deficiencies were noticed or discussed. Jody Bowen (Norfolk) and Brad Rosov (CPE) discussed beach fill operations at 9:30am. Jody stated that the landward outfall pipe was currently located at Sta. 10+50 and the seaward outfall pipe was located at Sta. 9+50. Jody mentioned that AD surveys were conducted to accept Sta. 2+00 to 6+00 as completed. 4. Brad Rosov (CPE) met with Daisy Ivy and Justin Whiteside (OIB) and discussed the project and its progress to date. Justin Whiteside mentioned that he would explore a town initiative to install sand fencing and vegetation along the landward portion of the new fill to retain the material. Brad Rosov (CPE) spoke with Jody Bowen (Norfolk) again at 12:40 to receive an update on the status of dredging. Jody mentioned that there was an electrical issue aboard the dredge and the engineer was working on it currently; however, Jody indicated that he did not know when dredging would resume. Brad Rosov (CPE) met with Brennan Dooley (USACE) and Bob Keistler (USACE) to discuss the progress of the accretion fillet component of the project. Brad also discussed the necessity for an additional BD survey to be performed for the area between the groin and Sta. 2+00 prior to fill being placed within that area due to the fact that material is expected to migrate into that location before fill is placed there. Bob agreed and Brad said he would follow up with an email. Brad Rosov (CPE) showed Brennan Dooley (USACE) and Bob Keistler (USACE) a rock he found along the wet beach in between the terminal groin and Sta. 2+00. Were any issues identified today which may result in a field adjustment report, contract modification, request for interpretation, or noncompliance? 1. No issues were discussed today.
