Detailed Observations
1. The dredge Charleston was operational today (2/16) and was observed dredging within Shallotte Inlet along the
western side of the inlet (near Ocean Isle Beach). At 8 am, one (1) seaward outfall was located near Sta. 8+50 and
one (1) landward outfall was located near Sta. 9+00. Sand was being pumped to the landward pipe at 8:30 am
(See Photo #2). When the on -site representative left for the day (4:30 pm), sand was being pumped to the
landward outfall located near Sta. 9+50 (See Photo #7).
One sand sample was collected at 8:20 am near station 9+00 (landward outfall) (Lat: 33.897490, Long:-78.393729)
and had a wet Munsell color of 2.5Y-4/1 (Dark Gray) and a dry Munsell color of 2.5Y-6/1 (Gray). The size of the
sediment appeared to be medium sand with trace shell hash (approx. shell content 1-10%) and appeared to have
less than 10% silt. (Unified Soil Classification System Descriptive Terms: Trace= 1-10%, Little= 10-20%, Some= 20-
35%).
At 4:30 pm, a visual observation of the sand was conducted near station 9+50 (landward outfall). The sand had
wet Munsell color of 2.5Y-5/1 (Gray) and a dry Munsell Color of 2.5Y-6/1 (Gray). The size of the sediment
appeared to be fine to medium sand with trace shell hash (approx. shell content 1-10%) and appeared to have
less than 10% silt. (Unified Soil Classification System Descriptive Terms: Trace= 1-10%, Little= 10-20%, Some= 20-
35%).

4. Six (6) water samples were collected for analysis of turbidity throughout the day from beyond the breaker zone
approximately 1,000' and 2,000' from the outfall in the direction of the longshore current. No sampling beyond
the 2,000' point was required. A single ambient condition sample was also collected prior to daily sampling up -
current of the construction activity. All samples tested were in compliance with the permit threshold of 25 NTU's.

5. Sand dikes were constructed to direct the flow of beach fill discharge.
6. Norfolk Dredging was observed floating a 660' pipe into the construction area to be added onto the pipeline (See
Photo #6).
7. TI Coastal survey crew was on -site and was observed conducting conditional surveys with survey vessel and on
foot with RTK (See Photo #3).
8. On -site observer was informed that a meeting between USACE and Norfolk Dredging was taking place today (2/16)
by a USACE representative. The on -site observer did not observe this meeting.
9. Adam Priest (CPE) and Tom Pierro (CPE) were on site to observe the beach fill operations from 9:30 am to 12:30
pm.
10. The onsite observer walked east to the end of the spit near the inlet. The pipeline was inspected, and no leaks
or damage was observed (See Photo #11). Stakes had been set up on the spit to mark the limits of the borrow
area on the spit (See Photo #12). The Dredge Charleston was seen dredging within the boundaries of the
authorized borrow area (See Photo #10).
Items Discussed with Contractor's Superintendent, Surveyor, Regulatory Agencies, ... etc.:
Jody Bowen (NDC) and Sam Lohman (CPE) discussed beach fill operations at 3:30pm. Jody stated that Sta. 2+00
to 5+00 had been completed. He stated that initial surveys show that Sta. 6+00, 7+00, and 8+00 have also been
completed, but still needed to be reviewed. Jody stated he expects Sta. 9+00 and 10+00 to be completed
tomorrow (2/17).
Were any issues identified today which may result in a field adjustment report, contract modification,
request for interpretation, or noncompliance?
1. No issues were discussed today.
