Hi Brad and happy Friday to everyone,
The Town is responsible for their contractor and all work done under this permit- because this isn't
a previously approved staging area, we need to make sure it remains compliant with state
regulations. If they use the area and it is determined to be non -compliant, I'm pretty sure we would
most likely look at that as a violation of the permit.

This is good to know. The agreement they have arranged with the developers to use that land is
outside our wheelhouse, but we will certainly inform CDC of this scenario. Meanwhile, I am
interpreting this as an issue with the developer's permit potentially being out of compliance and not
an issue with the Town's terminal groin permit, correct?

Hi Brad,
Thanks again for this info. There is a little concern that the area depicted may be outside of the limits
of disturbance approved in the erosion and sedimentation control plan for the development. If so,
the plan will probably need to be modified to include the additional area. I've been told by DEMLR if
they're just parking cars there, that wouldn't be considered a land -disturbing activity, but even if it's
been cleared, if they are moving construction equipment/materials in and out, it sounds like the plan
will need to be modified to include the entire staging area (or scaled back to ensure it all remains
within the confines of the approved plan).

See the attached PDf which includes the location of the additional staging area within the new
development "The Pointe". As you'll see in the figure, this additional area encompasses —0.8 acres
including a cleared lot on East 4th Street and extending to the north into the new development. If
you'd like, I can hand -draw an approximation of this area onto a recent aerial image -just let me
know.

Good questions! CDC has worked an arrangement with the developer of the residential
development ("The Pointe") located just to the north of East 4th Street to use a portion of their
property for additional staging. This area had already been cleared and the developer has already
installed erosion control measures. CDC is sending us a figure showing this precise area shortly- I'll
pass it along once I receive it.
As far as the beach fill portion of the project, we have unofficially heard that the USACE's contractor
Norfolk Dredging will begin sometime in February. I have asked Brennan Dooley to keep us in the
loop once the contractor provides additional information- we plan to attend the pre -con meeting
whenever that is set up.

Good morning Mickey and Heather,
I just wanted to give you the heads up that the construction of the Ocean Isle Beach terminal groin
started, as expected, on Tuesday, November 16th. The contractor, Coastal Design & Construction
(CDC) offloaded some of their heavy machinery on the Shallotte Inlet spit and rolled west to the
project site that morning and the crew began their prep work on the beach. The bird monitoring
representative from Dial Cordy & Assoc. was on site during the mobilization process. CDC began
their off -beach mobilization process on November 8th and started to utilize their staging area on
Shallotte Blvd for the fabrication of the marine mattresses. Representatives from Coastal Protection
Engineering (CPE), including myself, have been on site several times over the past week or so. I've
attached our construction observation reports from November 12 and 16. Please let me know if you
would like for us to continue to send our construction observation reports in the future- we will be
visiting the site several times per week throughout the duration of the project. Feel free to reach
out anytime should you have any questions, of course.

Detailed Observations:
1. Marine Mattress construction began on the afternoon of 11/8/21 with the arrival of the JLS crew (CDC
subcontractor) to Ocean Isle Beach.
2. Construction access at East 4th Street has not yet been modified for use. The only portion of the operation that
was operational during the time of the visit was the staging area on Shallotte Blvd. Construction will not begin
until November 16, 2021.
3. Plans and specs and permits may have been on site; however, they were not conspicuous, and none were
observed.
4. The JLS crew was observed fabricating marine mattresses; however, they were not actively filling mattresses with
stone, nor was the marine mattress foundation being constructed during the site visit.
5. Brad Rosov (CPE) met with Project Superintendent Richard Mattingly (CDC) at the Staging Area on Shallotte Blvd.
Richard oriented Brad to the layout of site and the various stages of the construction of the marine mattresses.
A total of 44 completed marine mattresses were observed in stacks containing up to 6 mattresses per stack (See
Photo #3).
6. Numerous potholes were observed at the intersection of East 4th Street and Columbia Street.
7. Stacks of plastic/rubber mats were observed at the Shallotte Blvd. staging area. These mats will be used on top
of the marine mattresses to help distribute the load when machinery drives on the mattresses when brining
stones to the structure (See Photo #4).
8. Stacks of wooden mats were observed at the Shallotte Blvd. staging area. These mats will be used on the beach
at the access point and into the construction area to provide a foundation for flatbed trucks delivering stones to
the site.

Detailed Observations:
1. CDC began active construction of the terminal groin project today (11/16). CDC offloaded machinery (large
excavators) at the east end of the sand spit at approximately 7:00 am and tracked the machines along the
waterline from the east end of the spit to the project site.
2. James Hargrove (Dial Cordy & Associates) was on -site to perform bird monitoring during the time the machinery
was offloaded and tracked from the east end of the sand spit to the project site.
3. CDC crews were observed excavating the upper 2-3' of material from within the landward portion of the footprint
of the rubblemound structure, approximately between Station 3+00 and 3+50. The material was being loaded
onto offroad dump trucks and was being placed within the limits of the staging area to level out the area (See
Photo #3).
4. CDC crews were observed laying wooden mats at the entrance to the beach staging area at the end of 4th Street
and preparing to install the fence around the 4th Street staging area (See Photo #7).
5. The JLS crew (CDC subcontractor) was on -site at the staging area at the north end of Shallotte Blvd and were
observed filling and stacking marine mattresses. The blasting mats (rubber mats to be placed on top of the
armor) were also observed staged at the Shallotte Blvd staging area (See Photo #6).
6. Waterway Surveys & Engineering crew was observed on -site to collect topo points on the property (Jimmy Bell)
being leased to CDC as additional staging / laydown area and to survey the nearshore area of the terminal groin
footprint.
7. Richard Gunn (CDC) was observed directing the public walking along the beach away from the active construction
area.
8. CDC was observed installing signage at the beach access site on East 4th Street stating that access to the
construction site was for authorized personnel only.

1. Representatives from the Town of Ocean Isle Beach (Justin Whiteside —Assistant Town Administrator and Adam
Sellers -Utility Maintenance Supervisor), Coastal Design & Construction (Jim Gunn - President, Richard Gunn —
Project Manager, Richard Mattingly — Superintendent), and CPE (Brad Rosov — Project Manager, Adam Priest —
Project Engineer, Sam Lohman- Engineer) met at 11:00 am to discuss maintenance of the roads to be used by
CDC during the project. The main goal of the meeting was to allow CDC and the Town representatives to discuss
and observe the pre -project road conditions of the roads that will be used to haul equipment and materials to
the project site and CDC's plan to maintain the roads during the project. Jim Gunn (CDC) also spoke with Adam
Sellers (OIB) regarding the locations of fiber optic lines and the water main.
2. Superintendent Richard Mattingly (CDC) mentioned that the crews plan on working until November 24th and then
will take off for the Thanksgiving holiday.

See the attached PDf which includes the location of the additional staging area within the new
development "The Pointe". As you'll see in the figure, this additional area encompasses —0.8 acres
including a cleared lot on East 4th Street and extending to the north into the new development. If
you'd like, I can hand -draw an approximation of this area onto a recent aerial image -just let me
know.

Good questions! CDC has worked an arrangement with the developer of the residential
development ("The Pointe") located just to the north of East 4th Street to use a portion of their
property for additional staging. This area had already been cleared and the developer has already
installed erosion control measures. CDC is sending us a figure showing this precise area shortly- I'll
pass it along once I receive it.
As far as the beach fill portion of the project, we have unofficially heard that the USACE's contractor
Norfolk Dredging will begin sometime in February. I have asked Brennan Dooley to keep us in the
loop once the contractor provides additional information- we plan to attend the pre -con meeting
whenever that is set up.

There's mention of another staging area being leased/surveyed- where is that located and will there
be any land -disturbing activity needed or is the property already clear?
Also, what's the status of the beach fill portion of the project? Do you know when that will start yet?

Good morning Mickey and Heather,
I just wanted to give you the heads up that the construction of the Ocean Isle Beach terminal groin
started, as expected, on Tuesday, November 16th. The contractor, Coastal Design & Construction
(CDC) offloaded some of their heavy machinery on the Shallotte Inlet spit and rolled west to the
project site that morning and the crew began their prep work on the beach. The bird monitoring
representative from Dial Cordy & Assoc. was on site during the mobilization process. CDC began
their off -beach mobilization process on November 8th and started to utilize their staging area on
Shallotte Blvd for the fabrication of the marine mattresses. Representatives from Coastal Protection
Engineering (CPE), including myself, have been on site several times over the past week or so. I've
attached our construction observation reports from November 12 and 16. Please let me know if you
would like for us to continue to send our construction observation reports in the future- we will be
visiting the site several times per week throughout the duration of the project. Feel free to reach
out anytime should you have any questions, of course.
