This permit, issued on December 5.2008 , is subject to compliance with the application(where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action;or may cause the permit to be null and void.
1) This renewal shall be attached to the original of Permit No. 51-05, which was issued on 5/16/05, and
copies of both documents shall be readily available on site when Division personnel inspect the project
for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DENR and the
other qualified persons within twenty (20) days of the issuing Chairman of the Coastal Resources Commission.

Dear Mr. Piner:
The enclosed permit constitutes authorization under the Coastal Area Management Act, and where
applicable, the State Dredge and Fill Law, for you to proceed with your project proposal. Please sign both the
original (buff-colored form) and the Xerox stamped "Copy". Return the copy to this office in the enclosed
envelope. Signing the permit and proceeding means you have waived your right of appeal described below. Please
retain the original (buff-colored form), as it must be available on site when the project is inspected for
compliance.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS 113A-
121.1 or 113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter 150B with the Office
of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714, (919) 733-2698 within twenty
(20) days of this decision on your permit. You should also be aware that if another qualified party submits a valid
objection to the issuance of this permit within twenty(20) days, the matter must be resolved prior to work initiation.
The Coastal Resources Commission makes the final decision on any appeal.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work must be
carried out in accordance with your application. Modifications, time extensions, and future maintenance require
additional approval. Please read your permit carefully prior to starting work and review all project plans, as
approved. If you are having the work done by a contractor, it is to your benefit to be sure that he fully understands
all permit requirements.
From time to time, Department personnel will visit the project site. However, if questions arise concerning
permit conditions, environmental safeguards, or problem areas, you may contact Department personnel at any time
for assistance. By working in accordance with the permit, you will be helping to protect our vitally important
coastal resources.

Dear Mr. Piner:
Through coordination with the North Carolina Division of Coastal Management, we have
learned of your request to renew your Department of the Army(DA)permit issued on June 22,
2005 and modified on October 11, 2005, which authorized the maintenance excavation on a
1500' x 20' section of an existing man made canal, excavation of an 80' x 45' upland boat basin
with three boat slips covered by a 30' x 60' roof, construction of a 19' x 15' boat ramp, bulkhead
three separate areas totaling 767', construction of four boat lifts in a man made canal adjacent to
Core Sound and 163 feet of bulkhead, on South Harbor Road, in Davis, Carteret County,North
Carolina.
Your proposal continues to be consistent with the provisions and objectives of General
Permit No. 198000291. The permit is hereby renewed. It is understood that all other conditions
of your permit remain applicable and that the expiration date is December 31, 2010.

Please find enclosed a request to renew State Permit #51-05 from Mr. Chris
Piner. This permit was issued on May 16, 2005 for the construction of a
bulkhead, excavation of a basin and existing canal not to exceed —5' NLW, boat
ramp, and a docking facility with boatlifts and two boathouses at South Harbor
Road, Davis. The permit is set to expire on December 31 , 2008.
The applicant has excavated the basin, installed the bulkhead, partially
completed the excavation within the canal and partially completed the boat ramp
with the exception of the placement of the concrete slab. The remaining work
consists of the installation of the finger piers, installation of the three boatlifts,
installation of the boathouses over two of the lifts, finishing the canal excavation
and placing the concrete slab for the boat ramp. There has been no change in
the proposal or in property ownership. The applicant would like to renew the
permit for a period of two years as allowed in T15A .07J .0404.
A check in the amount of $100.00 accompanies this request. I recommend the
renewal be granted as requested.

Dear Heather:
As per our phone conversation on September 5, 2008, I am sending this letter to formally request
an extension of my major permit#51-05 expiration date December 31,2008. The project site is
130 South Harbor Drive, Davis,NC. As of today,the new basin has been excavated, all bulk
heading is complete, most of the dredging of the existing canal has been done. The boat ramp is
in but I do not have the concrete slab on it yet. The remaining work consists of finger piers in the
new basin, three boat lifts, boat house over the two boat lifts in the new basin, some more rock
and concrete slab on the boat ramp and finish the dredging of the existing canal. I may have
some of this work done by the expiration date but I don't know how much. Please let me know if
you need any further information or if you want to meet me at the worksite.
