be readily available on site when a Division representative inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: A permit renewal application processing fee of$100 was received by DCM for this project.

The enclosed permit constitutes authorization under the Coastal Area Management Act, and
where applicable,the State Dredge and Fill Law, for you to proceed with your project proposal.The
original(buff-colored form)is retained by you and it must be available on site when the project is
inspected for compliance. Please sign both the original and the copy and return the copy to this office in
the enclosed envelope. Signing the permit and proceeding means you have waived your right of appeal
described below.
If you object to the permit or any of the conditions,you may request a hearing pursuant to NCGS
113A-121.1 or 113-229.Your petition for a hearing must be filed in accordance with NCGS Chapter
150B with the Office of Administrative Hearings, 6714 Mail Service Center,Raleigh,NC 27611-6714,
(919)733-2698 within twenty(20)days of this decision on your permit.You should also be aware that
another qualified party may submit an objection to the issuance of this permit within twenty(20)days.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work
must be carried out in accordance with your application. Modifications,time extensions,and future
maintenance requires additional approval.Please read your permit carefully prior to starting work and
review all project plans,as approved. If you are having the work done by a contractor, it would be to your
benefit to be sure that he fully understands all permit requirements.
From time to time,Department personnel will visit the project site.To facilitate this review,we
request that you complete and mail the enclosed Notice Card just prior to work initiation.However, if
questions arise concerning permit conditions,environmental safeguards,or problem areas,you may
contact Department personnel at any time for assistance.By working in accordance with the permit,you
will be helping to protect our vitally important coastal resources.

1. The request for extension of this major permit has been reviewed pursuant to the provisions
of reference(b). Reference(a)provided the required signed and dated attestations.
2. This office has determined that the original development authorized by MP#8-05 has
been completed and Pine Island POA, Inc. now wishes to renew the permit in order to
have a permitting vehicle available to repair dunes in response to a storm event.
3. Changes in Coastal Resources Commission's rules and development standards since the
date of issuance of this permit are not considered relevant to the permitted development,
and do not raise concern for denial or modification of this permit.
4. It is recommended that a five-year extension of this permit be granted.
5. The required fee of$100, paid by check#1395, was received on March 3, 2016.
6. Also attached is a copy of the subject permit, and the Extension request letter.

Dune Rehabilitation Activities
1) Prior to the initiation of any dune rehabilitation activities on any individual lot, easements or similar
legal instruments shall be obtained from all affected property owners.
2) All dune rehabilitation activities shall be carried out on the west side of the existing dune crest.
3) Only beach quality sand shall be used for dune rehabilitation purposes. Prior approval from the
Division of Coastal Management shall be required for any material that is to be brought in from off site
borrow areas.

a 4) This permit authorizes dune rehabilitation activities to be carried out one (1) time along the entire reach
of the requested project area. Any request to carry out additional activities within an area where dune
rehabilitation activities have been completed will require a modification of this permit.
5) All material must have a minimum sand content of 90%.
6) All dune rehabilitation material shall be clean*and free of pollutants and highly erodible finer material,
except in trace quantities.
7) All dunes created by the authorized project shall be stabilized with appropriate vegetation as soon as
possible after project completion.
8) Should the work result in any damage to existing beach access areas, the accesses must be restored to
pre-project conditions immediately upon project completion in that specific area.
9) All disturbed dune areas must be restored and revegetated immediately following project completion in
that specific area.
10) All work shall be accomplished.in such a manner that damage to existing vegetation is minimized.
11.) Should the permittee wish to carry out work waterward of the crest of dune, a modification to this permit
shall be required prior to undertaking any such activity.
Sand Fence Installation
p 12) Sand fencing shall not impede existing public access to the beach, recreational use of the beach, or
emergency access. Sand fencing shall not be installed in a manner that impedes or restricts established
common law and statutory public access and use of public trust lands and waters.
13) Sand fencing shall not be installed in a manner that impedes, traps or otherwise endangers sea turtles, or
sea turtle hatchlings.
14) Non-functioning, damaged, or unsecured sand fencing shall be immediately removed by permittee.
15) Sand fencing shall not be placed on the wet sand beach area. R1�CG1v��

8) Should the work result in any damage to existing beach access areas, the accesses must be restored to
pre-project conditions immediately upon project completion in that specific area.
9) All disturbed dune areas must be restored and revegetated immediately following project completion in
that specific area.
10) All work shall be accomplished in such a manner that damage to existing vegetation is minimized.
11) Should the permittee wish to carry out work waterward of the crest of dune, a modification to this permit
shill be required prior to undertaking any such activity.
Sand Fence Installation
p 12) Sand fencing shall not impede existing public access to the beach, recreational use of the beach, or
emergency access. Sand fencing shall not be installed in a manner that impedes or restricts established
common law and statutory public access and use of public trust lands and waters.
13) Sand fencing shall not be installed in a manner that impedes, traps or otherwise endangers sea turtles, or
sea turtle hatchlings.
14) Non-functioning, damaged, or unsecured sand fencing shall be immediately removed by permittee.
15) Sand fencing shall not be placed on the wet sand beach area. RECEIVED

16) No vegetated wetlands may be excavated or filled.
17) This permit does not authorize any permanent or long-term interference with the public's right of access
and/or usage of all State lands and waters.

ADDITIONAL CONDITIONS
18) This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals
or authorizations that may be required, including any required for the borrow
proposed .areas.
NOTE: The permittee should make every effort possible to minimize any negative impacts of trucks and
construction equipment on roadway and pedestrian traffic. The permittee should also ensure that
the ability of individuals to access and enjoy the beach is not impeded outside of the construction
limits.
