Authorizing development in Beaufort County at adi. the Pamlico River, 4373 Maules Point
Road, Blounts Creek , as requested in the permittee's letter dated 10/16/07, including the
attached workplan drawing(1), dated 10/16/07.
This permit, issued on Ortnher 31,2007 is subject to compliance with the application(where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this minor modification authorizes the expansion of the authorized
platform and the addition of two mooring pilings, all as expressly and specifically set forth in the
attached letter and workplan drawing. No other structure, whether floating or stationary, shall become a
permanent part of this facility without permit modification. No non-water dependent uses of structures
shall be conducted on, in or over public trust waters without further permit modification.

This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DENR and the
other qualified persons within twenty (20) days of the issuing Chairman of the Coastal Resources Commission.

ADDITIONAL CONDITIONS
2) This minor modification shall be attached to the original of Permit No. 177-05, which was issued on
11/23/05 and copies of both documents shall be readily available on site when Division personnel
inspect the project for compliance.
3) All conditions and stipulations of the active permit remain in force under this minor modification, unless
specifically altered herein.
NOTE: This minor modification does not eliminate the need to obtain any additional state, federal or
local permits, approvals or authorizations that may be required.

Dear Mr. & Mrs. Saccio:
The enclosed permit constitutes authorization under the Coastal Area Management Act, and where applicable, the
State Dredge and Fill Law, for you to proceed with your project proposal. Please sign both the original (buff-
colored form) and the Xerox stamped "Copy". Return the copy to this office in the enclosed envelope. Signing
the permit and proceeding means you have waived your right of appeal described below. Please retain the original
(buff-colored form),as it must be available on site when the project is inspected for compliance.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS 113A-
121.1 or 113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter 150B with the Office
of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714, (919) 733-2698 within twenty
(20) days of this decision on your permit. You should also be aware that if another qualified party submits a valid
objection to the issuance of this permit within twenty(20)days, the matter must be resolved prior to work initiation.
The Coastal Resources Commission makes the final decision on any appeal.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work must be
carried out in accordance with your application. Modifications, time extensions, and future maintenance require
additional approval. Please read your permit carefully prior to starting work and review all project plans, as
approved. If you are having the work done by a contractor, it is to your benefit to be sure that he fully understands
all permit requirements.
From time to time, Department personnel will visit the project site. However, if questions arise concerning
permit conditions, environmental safeguards, or problem areas, you may contact Department personnel at any time
for assistance. By working in accordance with the permit, you will be helping to protect our vitally important
coastal resources.

To Whom It May Concern:
This request is for the modification of Permit No. 177-05 which was
initially for a platform around a boatlift.
What we are proposing to do is to expand the existing ramp which is
presently 10' x 40'. This ramp is being used for a seaplane to enter
and exit the water. The size of this ramp is too small for the plane
because the ramp is ten feet wide and the wheelbase on the plane is
eight feet. This increases the danger of getting the plane into and out
of the water safely. The body of water we are on is an open area on
the Pamlico River with a prevailing northeast wind. Between the wind
and the currents, it is extremely difficult to line up the plane to bring it
out of the water in just the width of ten feet.
We would also like to put in two pilings to secure the seaplane should
prevailing conditions prevent me from getting the plane out of the
water safely.

SUBJECT: Modification of CAMA Permit No. 177-05
Thomas Saccio is requesting to modify existing CAMA permit No. 177-05. The original
permit was for an additional platform to access a boatlift. The shoreline length of the property is
±335 feet which allows for 1,340 square feet of platform. The proposed modification would bring
the total square footage to f1,295 ft2 for the property. At present Mr. Saccio is using an existing
f 10' X±40' platform to launch and retrieve a seaplane. This request for modification will increase
the size of the existing platform to facilitate launching of the seaplane.
Thomas Saccio is requesting to modify existing CAMA permit No. 177-05 be modified to
include the following change(see attached plat):
1. Increase existing f10' X f40' platform to f20' X 4-52'.
I recommend a minor modification of Permit No. 177-05 to authorize the changes outlined
above.

Dear Mr. Seibel:
Thank you for your letter of February 20, 2006. We have reviewed the revised report regarding the project
listed above and offer the following comments.
The report addresses our specific comments and provides the necessary information. We agree with the basic
assessment given in the report that the project area,in general,is highly disturbed and lacks integrity. The
evidence presented in the report, however, does not support the conclusion rendered by the authors on page
7.1 that 31DR86**is potentially eligible for inclusion in the National Register of Historic Places (NRHP)
under Criteria A, B, and D.
The extant structure is compromised and lacks integrity due to intensive renovations and changes. The
archaeological data and the historic research do not provide strong enough evidence to warrant further
excavation. As a whole, the results of the work do not support the recommendations for further historical
research and archaeological testing of the site.
We find that site 31DR86**is not eligible for inclusion in the NRHP and no further work is necessary at this
site or within the general project area. With regard to historical resources, the Marshes Light Marina project
may proceed.
The report meets our office's guidelines and those of the Secretary of the Interior. No additional version of
this report is necessary.
The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the
Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR
Part 800.
