Dear Mr. MacQueen:
This is with reference to the request submitted by you, acting as agent for GMC Real Estate,Inc. to
modify State Permit #182-05, which was issued on 11/23/05 and expires on 12/31/08. The action
proposed in your submittal consists of modifying the location of the access gangway ramp to the
permitted community docking facility located at 10 Nun Street, adjacent to the Cape Fear River, in
Wilmington, N.C. Modifications would include allowing for the relocation of the access gangway
ramp 42' to the south from the original permitted location of the facility.
Upon review of the proposed plat submittal, I, in conjunction with Doug Huggett with the Division of
Coastal Management Permitting Section, have determined that the proposed action is consistent with
existing State rules and regulations and is in keeping with the original purpose and intent of the
permit. I hereby submit this Letter of Refinement authorizing the modification of State Permit #182-
05, as described in your transmittal letter and plans dated 5/30/06, which was received in our office
on 5/30/06.

Please refine the permit for the Governor's Landing riverwalk and floating
docks to allow for moving the access gangway 42' to the South as shown in
the attached drawing. This change will neither affect the overall footprint of
the project nor will it increase the total slip count.
