However, if natural shoreline recovery or beach re-nourishment takes place within two (2) years of the time the structure becomes imminently threatened, so that the stricture is no longer imminently threatened, then it need not be relocated or dismantled at that time. This condition shall not affect the permit holder's right to seek authorization of temporary protective measures allowed under CRC Rules, 6) In accordance with 15A NCAC 71+0306(c), no public funds shall be utilized for the proposed project. This prohibition includes expenditures'for construction and perpetual maintenance of all utilities. PROJECT SUMMARY: The applicant is proposing to redevelop the property by constructing two buildings provided 28-condominium units, associated parking, swimming pool,pool house,utilities and stormwater collection system. PROJECT DESCRIPTION Land Management Group, Inc., on behalf of Lakeview at Carolina Beach has requested that the attached application be processed under the Express Permit Review Program. The physical address of the project site is 305 S. Lake Park Blvd., adjacent to the Atlantic Ocean,in Carolina Beach,New Hanover Co.To find the property,take NC Hwy 421 south from Wilmington to Carolina Beach. The project site will be located on the eastern side of S. Lake Park Blvd., across from the"lake"in the business area of Carolina Beach. The subject property is approximately 1.42 acres in size and is located along the eastern side of S.Lake Park Blvd. The property consists of one parcel that is deeded to Lakeview at Carolina Beach,LLC. The property elevation ranges from approximately 16 to 20 feet above mean sea level(MSL).The site currently contains a large asphalt parking area that was used by the tenants of the previous housing complex.A portion of the project site lies within the right-of-way of S. Lake Park Blvd.,Fayetteville Ave.,Woody Hewitt Ave. and Atlantic Ave.The areas within the right-of-way are generally flat. Vegetation at the site is sparse and consists primarily of lawn grasses and ornamental landscaping. The waters of the Atlantic Ocean are classified "SB"by the Division of Water Quality. The area is NOT designated as a Primary Nursery Area by the Division of Marine Fisheries. The long-term average annual erosion rate for this area of Carolina Beach is 2 feet/year. The 100-year storm recession line for this area is 300', creating a total Ocean Erodible Area AEC of 420'. PROPOSED PROJECT The applicant is proposing to redevelop the property by constructing two buildings,providing 28-residential condominium units with associated parking,a swimming pool,pool house,utilities and stormwater collection system. The applicant proposes to construct two concrete driveways(entrance and exit)along Woody Hewitt Ave., and two additional drives adjacent to Fayetteville Ave.The proposed driveways would give access to the interior portions of the property immediately adjacent to the condominiums and parking areas.Parking would be limited to the areas beneath the proposed units as well as along the southern and western portions of the property.The proposed 9-unit building would be located in the southeast quadrant of the property,between the two driveways along Woody Hewitt Ave. The 19-unit building would be located in the west central section of the property and would run perpendicular to Fayetteville Ave.,between the proposed drives. Both buildings would be 4-story's tall and would contain both two and three bedroom units. The buildings are proposed at a maximum height of 50' above the existing ground level. The proposed swimming pool(30' x 20'),pool house(30' x 30'), and stormwater collection pond(45' x 70') would be located in the northeast corner of the property, adjacent to Fayetteville Ave. and Woody Hewitt Ave. Both the swimming pool and pool house would be surrounded by a 6' wide concrete apron/sidewalk.A new storwater collection pond would be excavated approximately 6'-8'and would be contained by a chain-link fence. Lastly, the applicant is also proposing to construct a 5' wide concrete sidewalk around the entire perimeter of the property. The sidewalk would be located within the road right-of-way in some locations and outside of the right-of- way in others.A vegetated buffer would be constructed around the property lines between the sidewalks and proposed parking areas. As proposed,the 9-unit building, stormwater collection pond,a small section of the parking area and a small portion of the entrance/exit drive to Woody Hewitt Ave.,would be the only structures located within the 420' Ocean Erodible Area of Environmental Concern. The entrance drive along Woody Hewitt would begin at a point approximately 360' from the first line of natural, stable vegetation. Mr.Manning Page Three 10. ANTICIPATED IMPACTS The initial construction of the condominium complex would result in the disturbance of approximately 1.42 acres (61,855 sq. ft.)of high ground.According to the applicant,a Stormwater permit application package has been sent to the Division of Water Quality, and a Sedimentation and Erosion Control Plan has been submitted to the Division of Land Resources.Both permit requests are running concurrent with the CAMA Major permit application. NOTE: Thispermit does not eliminate the need to obtain any additional state, federal or local permits,approvals or authorizations that may be required. NOTE: Future development of the permittee's property may require a modification of this permit.
