("Booth") is submitting physical copies of the Outer Banks Fiber Optic Expansion Phase 1 plans
and documents for a utility crossing underneath Cape Creek in Buxton, NC.

subaqueous crossing at Cape Creek in Buxton. It is, rather, the latest Outer Banks Fiber Optics
Expansion Phase I Drawings to use for CAMA concurrence for Phase 1 of the project (the
portion in the villages of Buxton, Avon, Salvo, Waves, and Rodanthe). Please use these
drawings in conjunction with CZR, Inc.'s wetland delineation documents to perform the
concurrence.

Dear Mr, and Ms. Busbey:
This letter is to inform you of a proposed project that will pass underneath Cape Creek adjacent to your
property at 47355 NC Highway 12 in Buxton, NC (Parcel Number 017068000). The project in question is
an underground fiber optic line to be installed by North Carolina Electric Membership Corporation
(NCEMC). The company I represent, Booth & Associates, is providing permitting services for this project
to NCEMC. The fiber optic line near your property is proposed to be entirely in North Carolina Department
of Transportation (NCDOT) right-of-way.
The purpose of this project is to improve telecommunications fiber optic cable network throughout the
coast, which includes Buxton and neighboring communities along NC Highway 12. The proposed work will
not have adverse effects to your property and will be bored under existing driveways as to not affect
vehicle traffic into and out of your property.
