as authorized by the State of North Carolina, Department of Environmental Quality and the
Coastal Resources Commission for development in an Area of Environmental Concern
pursuant to the Coastal Area Management Act, Section 113A-118 of the General Statutes.
Issued to Karen L. Grimes, authorizing development in the Estuarine Shoreline (AEC) at 100 Navajo Trail, Lot #21-A
within the Snug Harbor subdivision, in Hertford, Perquimans County, as requested in the permittee's application, dated
July 10, 2023, and received complete on April 25, 2024. This permit, issued on May 2, 2024, is subject to compliance
with the application and site drawing (where consistent with the permit), all applicable regulations and special conditions
and notes set forth below. Any violation of these terms may subject the permittee to a fine, imprisonment or civil action,
or may cause the permit to be null and void.
This permit authorizes: The replacement and enlargement of an existing 8' wide open deck to a 10' wide open deck.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat drawing
dated 4/23/2024 and stamped received by DCM on 4/25/2024. [GS 113A-120]
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations. [GS 113A-1201
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit. [GS 113A-1201
(4) A copy of this permit shall be posted or available on site. Contact this office at (252) 621-6450 for a final inspection at

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for
compliance. Any maintenance work or project modification not covered under
this permit, require further written permit approval. All work must cease when this
permit expires on: DECEMBER 31, 2027
In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.
Check #121, in the amount of $100, was received on April 25, 2024 for
the permit fee.

(5) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of Normal Water Level. No portion of the
roof overhang shall encroach into the 30 ft. buffer. [07H .0209(d)(10)]
(6) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of filter cloth must
be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area
has been properly stabilized with a vegetative cover. [07H .0209(d)(3)]
(7) Any proposed for grading within the 30' buffer from the Normal Water Level must be contoured to prevent additional
stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized and must remain in a
vegetated state. [07H .0209(d)(3)]
(8) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third -party. [GS 113A-120]
(9) This permit does not authorize development within any wetlands or open water areas. [GS 113A-120] and [07H

Dear Ms. Grimes;
The NC Division of Coastal Management (DCM) hereby acknowledges receipt of your application
for State approval for proposed minor development consisting of the enlargement of an existing
deck. On review of your application, I verified that it lacks certain required documentation.
Accordingly, we request that you provide the necessary forms/information as follows:
Your application was dropped off at our office by Wyatt Dail, who identified himself as your
agent. The application does riot identify Mr. Dail as your agent, nor was a signed agent
authorization form designating Mr. Dail as your agent submitted as part of the application.
Please fill out the attached agent authorization form to designate Mr. Dail as your agent to
apply for and obtain a permit on your behalf.
Documentation of Notification of Adjacent Riparian' Property Owners (ARPO) must be
provided. It appears that you notified an incorrect adjacent riparian property owner. The
adjacent riparian property to the north is an NCDOT maintained State Road (#1390), and as
such, NCDOT should be notified. Please submit Certified Mail -Return Receipts and Signed
Green Cards for this notification, or a signed form of no objection from an NCDOT
representative. For your convenience, I am attaching an ARPO form that indicates the
appropriate NCDOT representative to contact.
All drawings should be drawn to scale (i.e. 1 "-20', I "=30') and include the following
information
o Name, project address, date and drawing scale (title box).
o accurately reflect the property dimensions and identify the names of adjacent
riparian property owners.
o Label all existing and proposed structures, driveways, and sewage disposal
system:

Please see attached incomplete letter regardingyour CAMA Minor Permit application for a
proposed deck enlargement. I will also send a hardcopy via regular mail. I have also
attached an adjacent riparian property owner form for the notification to NCDOT, an agent
authorization form, as well as a guide for the requirements of a minor permit application
submittal. For convenience, I will copy and paste the incomplete letter below as well.
Dear Ms. Grimes:
