Elizabeth City - Pasquotank County Parks and Recreation maintain and provide
oversight of Mariners' Wharf Park on Water Street. Mariners' Wharf is one of our
most visible and utilized parks, which serves as host site to many popular events and
activities. The park is located on our beautiful waterfront, and outfitted with finger
piers for visitors and residents to dock their vessels.
Several residents have met with Parks and Recreation to highlight concerns
surrounding the piers. Though the finger piers are utilized, they are in desperate
need of repair and various upgrades to provide secure docking and passenger
transition from the vessels to the park, Mr. Jeff Mitchell has requested the following
actions of the Parks and Recreation Department:
Grant Elizabeth City Downtown, Inc. permission to proceed with upgrades
and repairs at Mariners' Wharf docks as well as the Pier Pile Inspection report
prepared by Layden Marine Construction, Inc.
• Allow Elizabeth City Downtown, Inc. to contract with Layden Marine
Construction, Inc. to apply for necessary permits, schedule work, and then
complete the scope of work as presented.
Allow Elizabeth City Downtown, Inc. to fund the repairs and contractual
obligations required to complete the project.
The City of Elizabeth City agrees with the repairs, inspections and contractual work
proposed by Elizabeth City Downtown, Inc. and its delegate, Jeff Mitchell. This
project will be fully funded by Elizabeth City Downtown, Inc. and the Committee of
100, and as such, excludes the City of Elizabeth City and Pasquotank County from
any financial obligation.

Re: Pier Work at Mariner's Wharf Park
Our goal is to rebuild the 7 finger pier decks at the boat slips at Mariners Wharf Park directly
above the existing finger piers and to re -deck the stepdown pier along the south end of
Mariners Wharf seawall where it turns westerly for smaller craft.
Scope of work:
Part 1: Rebuilding the finger piers
Using the existing round pilings, we would build a new finger pier directly on top of the existing
Q finger piers. We would connect those to the existing seawall brackets that now support the
existing finger pier girders. These would be constructed of similar sized girders and "2 by"
decking. Modifications and repairs to the metal steps accessing finger piers would be made as
needed by a qualified metal worker. We also want to add grab rails to the existing pilings to
make loading and unloading from watercraft safer.
Part 2: Re -decking the southwest end for smaller watercraft
S We propose decking over the existing steel 90 degree support brackets and existing wood joists
with "2 by" decking. We also propose adding steel vertical pieces onto the end of each existing

support bracket to keep smaller craft from getting up under the dock edge and damaging boats,
These vertical pieces will run down to the mean normal water level and be braced back to the
horizontal existing brackets closer to the seawall. Padding will be added to these to protect
boats. These vertical pieces are not structural or supporting to the pier.
Steel top cap of bulkhead and handrailing will be scraped, cleaned and refinished.
