Subject: Hatteras Inlet Channel Maintenance Project —Written Notice of Project Initiation
Dear Ms. Coats:
The Division of Coastal Management (DCM) issued a CAMA Major Permit for the proposed Hatteras Inlet
Channel Maintenance Project on December 22, 2016 (#129-16). This permit was subsequently renewed
on January 22, 2020 and has a current expiration date of December 31, 2024. This letter serves as written
notice of project initiation as required in Condition 7 of the permit. Please find attached to this letter
revised permit drawings dated February 11, 2021, which provide the location of the proposed channel for
the upcoming event.
The project includes maintenance dredging within a portion of the Hatteras Inlet Connector Channel,
which runs between the inlet gorge and the ferry channel in proximity to Ocracoke Island. This channel is
locally referred to as the "South Ferry Channel". The attached plan view drawing shows the location of
the proposed channel, the disposal area, and previously mapped submerged aquatic vegetation (SAV)
resources in the vicinity. The channel is proposed to be dredged by a combination of the US Army Corps
of Engineers (USACE) side cast Dredge Merritt and special purpose Dredge Murden. Material dredged
from the channel will be sidecasted to either side of the proposed channel and or placed in the nearshore
disposal location offshore of Ocracoke Island.
The environmental window for dredging opened October 1. The USACE and Dare County have agreed on
a tentative schedule to begin dredging around February 17, 2021. The actual dredging of the channel is
anticipated to last approximately three (3) to four (4) weeks. We do not anticipate any issues with
dredging outside of the environmental windows established by the permit for the upcoming proposed
maintenance event. At the time of this letter, it is anticipated that the project will be conducted between
February 17, 2021 and March 17, 2021.
As you are aware, the Major CAMA Permit (#129-16), originally issued in December 2016, was modified
in March 2018 to allow for maintenance of a 200 ft. wide channel to a depth of -12 ft. MLW. Based on
budget, dredge availability, and conditional surveys conducted February 4, 2021, the proposed channel
dimensions for this upcoming dredging event are to establish a 200-foot wide channel at elevation -8 ft
MLW along the NE -SW oriented segment of the channel, and 150-foot wide channel at elevation -8 ft.

MLW along the E-W oriented segment of the channel. Based on the conditional survey from February 4,
2021, establishment the proposed channel will require the dredging of approximately 50,000 cy of
material. The proposed channel is shown on the attached drawings, including both plan view and cross -
sectional view. Please note that we do not expect the USACE to fully remove the entirety of this volume,
but rather this is seen as an upper limit on what could be removed if the channel were to be completely
dredged to the dimensions shown on the plans.
As required by the permit, we have contacted Don Field with NOAA to determine if any updated imagery
is available for the project area to delineate SAV habitat. As of the date of this letter, we have not received
a response from Mr. Field; however, once we receive a response, we will provide that to your agency via
email. Our last information from November 2020 was that the Albemarle Pamlico National Estuary
Partnership (APNEP) collected new imagery in May/June 2020 and NOAA was awaiting deliverables to be
provided by the contractor. We made the formal request that the imagery and delineation be provided
to us when available.
