This letter serves as the proj ect report required by special condition #24 of the above referenced permit, which allowed
Dare County to conduct maintenance dredging within the Connector Channel Condor located between Ocracoke
I sland and Hatteras Island, North Carolina. Special condition#24 requires that a project report summarizing the results
of the dredging and the sea turtle take (if any) be submitted to NMFS within 30 working days of completion and that
the reports shall contain information on project location, start-up and completion dates, cubic yards of material dredged,
incidental tangs (include photographs, if available) and sightings of protected species, mitigating actions taken,
screening type (inflow, overflow) utilized, daily water temperatures, name of dredge, names of endangered species
observers, percent observer coverage, and any other information the contractor deems relevant
Project Description:
On March 16, 2019, the US Army Corps of Engineers (USACE) operated Sidecast Drulge Merritt began dredging in the
Connector Channel/South Ferry Channel in the vicinity of Hatteras Inlet The Dredge Merritt conducted maintenance
dredging in the channel for approximately 20 days between March 16 and Apn111, 2019.
The Wilmington District USACE provided hydrographc survey charts showing the pre -construction (February 26,
2019) and post -construction (April 11, 2019) depths in the channel. The USACE survey group also conducted a
conditional survey on March 28, 2019. Maps showing all three (3) of these surveys are included as an attachment to
this letter (Attachment 1 — Connector Channel Maps). A comparison of the precomtruction survey conducted on
February 26, 2019 and post -construction surveys conducted on April 11, 2019, indicated that approximately 11,000
cubic yards of material was removed from the channel. The removal of the material resulted in controlling depths
between -8 It and -9 It mean lower low water (MLLW) though the South Ferry Channel. The resulting channel is
between 150 feet and 200 feet wide
Mitigation Actions and Observations:
In accordance with the permit, the applicant notified the USACE Regulatory Division prior to dredging activities that
dredging may occur between Apri11 and September 30. In a letter dated March 6, 2019, Dare County requested up to
fifteen (15) days of relief in April, to complete the maintenance event In support of the request, Dare County stated
that no mainteance dredging was required of the channel in 2018 during the dredge moratorium and although the
channeld conditions are highly dependent on weather conditions, the County is using the best available data to maintain
the channel in such a way as to minimize the need for dredging will= the dredge moratorium. On March 18, 2019
Heather Coats of the North Carolina Division of Coastal Managment provided a letter authorizing the extensions of
the moratorium to allow the work through April 15, 2019. Likewise, in a lettter dated March 18, 2019, David Lekson
of the USACE Washington Regulatory Field Office granted relief through April 15, 2019 for this particular dredge
event.
The modified permit allows for maintenance of a 200 ft. wide channel to a depth of -12 ft. MLW. The Goal of the
March/April 2019 maintenance eventwas to remove approximately 28,600 cy of material to achieve a channel
depth of -10 ft. MLW within the proposed channel, which includes a 150-footwide channel, a 50-footwidener in the
area pinched between the two shoals encroaching on the channel and 1V:3H side slopes.
APTIM staff coordinated closely with both NC DCM and USACE regulatory staff on the progress of the project. In
accordance with the permit construction activities complied with the "Guidelines for Avoiding Impacts to the West
Indian Manatee". Furthermore, the project did not place any material above the MLW to avoid impacts to federally
listed Seabeach Amaranth, Piping Plover, Red Knot Green sea turtle, Hawksbill sea turtle, Kemp's ridley sea turtle,
Leatherback sea turtle, Loggerhead sea turtle, and their habitat.
To the knowledge of the contractor, no protected federally listed species was killed, injured, captured, harassed, or
otherwise harmed by the conduct of the maintenance activities (i.e. no incidental takings(. No protected species were
observed during the conduct of the work, however, protected species observers were not required as a condition of the
permit. Furthermore, in accordance with the permit material excavated by the Sidecast Dredge Memtt was placed at
least 100 linear feet from known SAV resources.
