subject the permittee to a fine or criminal or civil action; and may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for
compliance. The applicant certifies by signing this permit that: 1) prior to undertaking any activities authorized by this
permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the
local land use plan and all local ordinances, and 2) a written statement from the adjacent riparian property owner(s)
has been obtained, or proof of delivery of certified mail notification of the adjacent riparian property owner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

I found the permit file on Cynthia's desk, and I must point out that the adjacent riparian
notification (ARPO) form that is being sent (attached) is a very old form that lists our old
office address for comments or objections to be sent too. We have not been located at
that address since 2016, —8 years ago. We are no longer accepting these notifications as
we do not have forwarding from this address. Please begin using the ARPO form with our
correct office address of 401 S. Griffin Street Suite 300 (attached). Please renotify Mr.
Pritchard using the correct form.

Yes ma'am, according to the post office, they attempted delivery and left the notification on the door there was certified
mail to be picked up at the post office. They only attempt the one time and leave the notice. 1 am not sure if this is a
new practice due to short staffing, but they hold the notice 5 days at the office to be picked up then consider it
unclaimed. That is why they say it is in transit because it has gone unclaimed and have returned the notice to me. It
was attempted delivered 2/6, with the notice of attempt returned to me (the green card in the attachment) and has
been more than 10days.
This is the 3rd attempt to deliver certified mail to Mr. Pritchard. And I have been to the post office several times to
inquire on the status and this is what they advised me.
They will not attempt to deliver the unclaimed mail after leaving him the notification.
Please advise on the next step. Do I need to send another one? or can we proceed? Because they will no longer
attempt to deliver the current certified mail attempt to notify him.

According to the tracking you e-mai led this letter has not even been attempted to bed elivered by the post
office. You wilt have to wait until they attempt to deliver it twice and then it is returned to you before it can be

Attached is the returned certified mail card from the post office and trackingstatus for notifying Phil Pritchard on
the permit for David Parks.
He has not picked up his notice still
In attempt to send to 500 Hastings Lane, the post office notified me it wilt not be attempted to that address
because there is no such address to attempt delivery. I am not sure why it list that as the property owner
address. The other properties he owns has him down as Northside Rd. however upon research, that is an inherited
house from his mother and he does not reside there but rents it out.
So according to the county and his voter registration information he resides at 2911 W. Main Street Extended and
the post office confirmed and attempted delivery for him at that address.
So that is where we ended up sending another certified mail.
He has multiple listings due to his heir properties and rentals.
Previous attempts were made to Hastings and Northside, that I provided to you originally, and have not had any
Luck with him accepting our mail or calls.
Please let me know if this will be accepted to complete the general permit for Davids's property at 80 Small
Dr. (Davids's residence at 82 Small Dr. is the property that connects to 80 Small Dr. none of the bulkhead
improvements will touch or affect Mr. Pritchard's property physically).
Please let us know if further steps are required or if we can move forward with issuance.

I wouldn't be able to use one from 3 years ago. They have gotten more strict on notifications in the last few years, if
the post office would have attempted to deliver it twice I could us the one I was given but they only attempted to
deliver it once so it would need to be sent again. Now If you had sent one right after the other I could use it but not
thatfar apart legallythere would be no connection to the current proposed project and notifications are only good
for 1 year from date of signature. Sorry there isn't more I can do for you.

The one I just sent you was different tracking because it was a different attempt. That was an attempt from 2021 to
the hastings lane address. The one you have was from August 2023.
We have attempted to send it twice certified mail, and several attempts to catch him in person.
David has also called several times, even in trying to acquire his property at one time, with no success.

The Northside address is his residence, we verified with the county on other properties since previous attempts
had failed. The Hastings Lane is an office type facility and we have attempted sending to that location as well
since 2021, please see attached.
Mr. Pritchard will not receive the certified mail. We have made several attempts, and paid multiple times to try and
notify him.
Do we need to try more than one attempt if he will not receive certified mail?
Please advise if you accept the attached and the current proof of attemptwe provided.
