Sorry I hadn't responded that I had the information but sometimes emails slide off radar and I end up only paying
attention to my to do list on our database. I was on my way back from Hatteras today and I think I may have passed you
around Salvo and it reminded me you had asked about this site. I stopped by today and while there was some standing
water and wetland vegetation the soils look like a mix of old fill probably from when the area was first developed and
with the lots on either side being developed all the rainwater is being funneled onto that lot. Based on the soils the
"wet" area would not be a wetland per the manual. All that is to say the USACE does not have a jurisdictional wetland on
the site aside from any fringe along the water which you have already taken in CAMA jurisdiction.

Good Friday afternoon Shane,
I received a bulkhead request from Emanuelson & Dad on behalf o the Pirates Cove HOA. The
shoreline is owned by the Association, and is adjacent 22 Spinnaker Ct.
The first thing I noticed was black needlerush growing along the shoreline, so that was an easy
call that the alignment would be landward of the vegetation. However, there is a low-lying
area of vegetation to the northwest of the property that could potentially be 404. Taking into
consideration the Town of Manteo has a strict policy of no wetland fill of any kind, and
bulkheads should be landward of all wetland vegetation, I'm reaching out to you for your
input. I'm also copying Billy in case he's made a JD call on this property in the past.
I've attached site photos for your reference. Look forward to hearing from you.
