I am writing to you on behalf of Mr. William D. Gray, 3805 Dunstan Court, Chesapeake, VA 23322, who is
applying for an NC Division of Coastal Management CAMA General Permit to construct wood and vinyl
bulkheading on his residential parcel located at 117 Edgewater Drive, Camden Point Shores, Shiloh, NC
27974, on Albemarle Sound in Pasquotank County. The work proposed will be standard bulkhead
construction utilizing soldier piles, wood or fiberglass sheathing, whalers, tie -rods, and anchor piles. The new
bulkhead will be 100 feet long plus bulkhead returns and will be placed a maximum of two feet waterward of
the existing deteriorated bulkhead. After bulkhead construction is complete, the contractor will install silt
screen behind the sheathing and then backfill with sand and topsoil. The specifics of the proposed work are in
the enclosed site map and drawings.
Adjacent riparian owners have been notified of the proposed project. Green card and tracking documents for
Mr. Nguyen Khanh, westward riparian owner, are enclosed. Signed ARPO notification form for Mr. Terry
Rose, eastward riparian owner, is in the possession of Mr. Gray and will be hand -delivered to your office along
with the appropriate application fee of $400.

of the development to give you the opportunity to comment on the project. Please review the attached
riparian owner notification and statement, and drawings. If you have no objections to the project, please
indicate as such on the owner's statement and then return the signed statement to my office in the enclosed
self-addressed stamped envelope. It is not necessary to complete the waiver section on the statement since
there will be no construction beyond bulkheading within 15 feet of your property.
Should you have any objections to this proposal, please send your written comments to Ms. Cynthia
Rountree, NCDEQ Division of Coastal Management, 401 S. Griffin St., Suite 300, Elizabeth City, NC 27909
within 10 days of your receipt of this notice. Such comments will be considered by the Division in reaching a
final decision on the application. No comment within 10 days of your receipt of this notice will be considered
