Good morning Michael,
I have taken an in depth look at your project file and done some of the dredging calculations as they are currently
proposed. I have also attached some example drawings from a similar project in Southern Shores and Manteo to give
you a better idea of what is needed. So below is the information that is still required to complete your application:
Project Drawing Updates:
o Are you replacing any additional bulkheading outside of the proposed basin area? If so, please indicate
the location and length of the proposed bulkhead replacement on the drawing. This will also require a
7H.1100 bulkheading permit for an additional permit fee.
o Existing and final water depths need to be shown on the drawing both inside the proposed basin area
and in the canal. While this can all be included in one drawing, most people find it easier to submit two
drawings (a before and after). However, as long as the information is clear one drawing is all that is
required.
Basin excavation shall not exceed the connecting depth in the connecting channel. So please
indicate the final depth you are proposing the basin to be.
• Please also include elevation changes within the proposed basin area. I have calculated the
estimated amount of spoil to be removed below water level, but will also need to calculate the
amount of fill removed from above the water level as well. A cross sectional drawing can be
extremely helpful for demonstrating this information.
• You can use the water depths I collected or collect your own. The water depths I found at my
site visit are as follows:
• 0' (bulkhead) _ - 1' 11" (- 1.91')
• 10' _ - 2' 8" (- 2.66' )
• 20'=-3'8"(-3.66')
• 25' _ - 3' 11" (-3.91')
• 30' _ - 4' 7" (-4.58')
• 35' (waterward) _ - 5' 4" (-5.33')
o The spoil area size and location needs to be indicated on the drawing and must be located a minimum
distance of 30' away from the water.
Once the Project Drawing is updated, you will need to notify the adiacent property owners. If you want me to
double check your drawing(s) before notifying, I would be happy to take a look. Otherwise, since you will be
conducing some canal dredging three notifications will be needed. Those individuals are: Mr. John Rangley,
David & Debra Price, and David & Elizabeth Hurley. Mr. Rangely (and the Prices somewhat) specifically needs to
be made aware that the addition of a basin on your property will most likely change the CAMA 30' buffer line on
their property. I have attached copies of the notifications forms you will need to use. Please also see the email
below for additional information about notifications.

I've looked at the proposal and believe it to be similar to other upland basins that have been cut adjacent to PNAs. There
is no new dredging within the PNA designated waters and as you mentioned, I do not believe there to be a SAV resource
where the upland cut is proposed to connect. Since the area is designated PNA, a February 15 — September 30
moratorium is requested.

Hey Maria,
Hope everything is going well for you. We have received a CAMA general permit request for a
boat basin off of a terminal end of one of the Southern Shore canals, which directly connect to
Ginguite Creek. Since these are inland PNA waters, as per 15A NCAC 07H .1505(10)
Maintenance excavation as well as excavation of new basins shall not be allowed within or
with connections to primary nursery areas without prior approval from the Division of Marine
Fisheries or Wildlife Resources Commission, I am reaching out to you to get any concerns or
comments you may have. I've attached the Dare County GIS aerial photo as well as the
proposed basin. I have not been to the site yet, but based on my past experience in these

I have taken a look at the drawing, and only have one or two suggestions.
1. Since the drawing is not to scale, please include the distance that you plan to dredge into the canal from the
bulkhead. I will need to calculate the cubic yards removed from both the canal and the basin area. So length
x width would be helpful.
2. The spoil area location and size need to be shown. Where will the spoil material be placed for dewatering?
Please note that the NCWRC Dredge Moratorium will most likely begin on February 15`^. So this doesn't leave much time
to complete the dredging. I would suggest that we continue to move forward with the Adjacent Property Owner
Notifications and NCWRC project approval, but wait to actually issue the permit until after the moratorium ends this fall.
