This project will allow the continuance of safe transportation along US Highway 158 by replacing the existing damaged culvert. c. The culvert will be replaced using NCDOT best management practices and construction techniques for culvert replacements. The culvert will be replaced on the existing alignment. The culvert will be installed using an excavator, dumptrucks, and various other types of equipment. d. List all development activities you propose. The culvert will be entirely removed using NCDOT guidelines for pipe removal. The existing 42" X 215' CMP with headwalls will be replaced by a 60" X 215' CAP with headwalls, as shown in the provided permit drawings. Once the culvert is in place and back filled, a new roadway surface and grassed shoulder will be established. The banks will be stabilized following NCDOT erosion control bmp's. e. The existing 42" X 215' corrugated metal pipe with headwalls will be replaced by a 60" X 215' corrugated aluminum pipe with headwalls. The culvert will be replaced in the same location, as shown in the provided permit drawings. This culvert was permitted back in 2019, but a funding shortfall delayed the project. The original CAMA General Permit expired, and NCDOT is in the process of applying for a new permit. The Division of Coastal Management (DCM) considers the waters at this location to be "Public Trust Waters" under their regulations. Therefore, it is provided protection under state law. For this reason, the NCDOT will apply for a permit from DCM to perform the described work. Part of the permit process is notifying the adjacent landowners of the proposed work. A map depicting the project area, along with a design plat and permit application is included with this letter. Proof of actual notice (a sign -off by the owner on this form) or certified mail return receipts (showing delivery of notice) are needed. The purpose of this notice is to make adjacent riparian property owners aware of the proposed development so that they have an opportunity to provide comments (or potentially object to) the proposed development, and to give DCM an opportunity to consider these comments/objections before a permit decision is made.
