subject the permittee to a fine or criminal or civil action; and may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for
compliance. The applicant certifies by signing this permit that: 1) prior to undertaking any activities authorized by this
permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the
local land use plan and all local ordinances, and 2) a written statement from the adjacent riparian property owner(s)
has been obtained, or proof of delivery of certified mail notification of the adjacent riparian property owner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

I have been hired by your neighbor, Lynn Jones-Hoats, to constrict a 58t linear ft vinyl bulkhead with an 8'
return constructed on the left end of the bulkhead per and a small 6' x 16' dock to be built in the center of the
bulkhead. All construction will take place at 214 Outrigger Drive, Colington Harbour Subdivision, Kill Devil
Hills, NC 27948, which is adjacent to your property located at 212 Outrigger Drive, Colington Harbour
Subdivision. The width of the lot on the water is approximate 58 feet wide and the dock will be centered in front
of the newly constructed bulkhead.
Enclosed is the CAMA Adjacent Riparian Property Owner Notification / Waiver Form along with a description
detailing the construction of the bulkhead and dock and an aerial photo of the property showing the location of
the proposed dock. Please make sure to follow the below instructions:

groin must be set back a minimum distance of 15' from my area of riparian access unless waived by me
(this does not apply to bulkheads or nprap revetments). (If you wish to waive the setback, you must sign
the appropriate blank below.)

Dear Mr. and Mrs. Vanderhoof:
I have been hired by your neighbor, Lynn Jones-Hoats, to construct a 58f linear ft vinyl bulkhead with an 8'
return constructed on the left end of the bulkhead per and a small 6' x 16' Dock. All construction will take
place at 214 Outrigger Drive, Colington Harbour Subdivision, Kill Devil Hills, NC 27948, which is adjacent to
your property located at 216 Outrigger Drive, Colington Harbour Subdivision. The width of the lot on the water
is approximate 58 feet wide and the dock will be centered in front of the newly constructed bulkhead.
Enclosed is the CAMA Adjacent Riparian Property Owner Notification / Waiver Form along with a description
detailing the construction of the bulkhead and dock and an aerial photo of the property showing the location of
the proposed dock. Please make sure to follow the below instructions:

DETAILED JOB DESCRIPTION TO CONSTRUCT HEAVY DUTY VINYL
BULKHEAD AND 12'X 16' SMALL DOCK
HEAVY DUTY VINYL BULKHEAD:
• Construct a 58f linear foot heavy duty vinyl bulkhead with an 8' return on the left;
• Install S"xl6' #2.5 marine grade, salt treated pilings set on 5'4" centers;
• Install upper and lower 6"x6" #2.5 marine grade, salt treated lumber wales;
• All piling to wale points of contact to be bolted with (1) 5/8" galvanized timber bolt per point of contact;
• 16' Shoreguard Series 425 vinyl bulkhead sheeting to be installed;
• Vinyl sheeting to be secured to wales with (2) 3/8"0" galvanized lag bolts with washers per sheet;
• Bulkhead to be secured to land using 5/8"xl2' galvanized tieback rods installed at each piling running to a 6"x6"x6'
deadman. Each end of tieback rod to have galvanized OG dock washers;
• 2"x6" ground contact, salt treated lumber to be attached to land side of vinyl sheeting with (1) 3/8" galvanized
carriage bolts installed every 2 feet;
• Top of bulkhead to be capped with 2"x 6"xl8" ground contact, salt treated planks to be attached with (4) 3%I'
double hot dipped galvanized nails;
• Install (72) cubic yard loads of back£ill. Backfill to be graded and raked out.
• NOTE: Existing fence along bulkhead, landside deck, and walkway to be removed prior to start of the construction
of new bulkhead and re -installed after completion of bulkhead.
SMALL 12' X 16' DOCK:
• Construct a 6'x l6' dock running parallel to bulkhead for the 16'. Dock to be constructed in the center of the lot line.
• Landside of dock to be supported by 8" pilings supporting new bulkhead.
• Dock to be supported by (4) 8"x20' round N2.5 marine grade round pilings.
• 2"x8" ground contact, salt treated girders and joists to be installed.
• Joists to be set on 16" centers or less.
• All pilings to joist and piling to girder points of contact to be secured/bolted with (2) 5/8" galvanized timber bolts.
• Any joist not bolted to a piling is to be secured to the girders using 2"x4"xl4" ground contact, salt treated tie down
blocks.
• 2"x6" ground contact, salt treated decking to be secured to joists with (2) 3-1/4" double hot -dipped galvanized nails
at each deck board to joist point of contact.
