That excavated material was leveled and, in one small area, wetlands were covered. Those destroyed wetlands are part of the wetlands which will be mitigated as a part of the total wetlands destroyed as a result of the construction of this project. The 50 foot Riparian Buffer Area on this project includes none of the abovementioned destroyed wetlands. Some Ieveling of the excavated material (soil) was permitted for backfilling the parallel bulkhead adjacent to Olde Towne Channel which was installed during the summer of 2007. Some trees and shrubs were lost as a result of this backfilling. We propose to restore this area by planting ground covers, shrubs, and trees in accordance with "Guidelines for Riparian Buffer Restoration" published by the N.C. Department of Environmental and Natural Resources Ecosystem Enhancement Program, published in October, 2004. We have selected the list of ground covers, shrubs and trees as shown on Plan Sheet No.2 and we will plant at the minimum density coverage rates established in the abovementioned guideline, which includes a minimum of at least two native hardwood tree species planted at a density of 320 trees per acre at maturity. The trees selected at the time of planting will depend on the availability of a specific species. Shrubs from the selected list will also be planted at the recommended rate. Some minor spot grading will be required to eliminate channelized surface water flow and to insure diffuse flow through the riparian buffer zone. We will perform soil samples as needed to insure proper plant selection, and lime and fertilizer types and rates and will insure that those types and rates are applied at the proper times. The existing centipede scud which was installed adjacent to the bulkhead to control soil erosion will be removed and reused elsewhere on the project. The Riparian Buffers are in Limited Common Areas controlled and maintained by the homeowners association and annual reports will be submitted for five years to show survival of any plants or trees and will replace any plants or trees that do not survive. Diffuse flow will be maintained during the five year period.
