Dear Mrs.Waff:
This letter of refinement is in reference to your 11 October 2023 correspondence
requesting a modification of Major CAMA Permit No.#99-08. The original permit was issued on 1
July 2008.CAMA Major Permit No.#99-08 was issued to the CASTPA, LLC on 1 July 2008 for
the installation/upgrade of the existing barge facility. This upgrade included but is not
limited to a concrete crane platform, 10'wide x 45'long pier,24'x46'platform,dolphin
clusters,barge slip and large boat ramp.
Your request to change the downstream barge slips from perpendicular to parallel
to the shoreline and add mooring tie pilings landward of the existing stabilized shoreline
for barge tie up along with the installation of±3 light poles a minimum of 30'from NWL as
shown in your updated plat received on 11 October 2023 is hereby authorized. Please note
that this refinement is for the addition of mooring poles and light poles only and does not
allow for any additional upland disturbance.All permit conditions still apply and remain
unchanged. Your modified plat attached to your 11 October 2023 correspondence will
become a permanent part of the file.

Dear Mr. Grandy,
In regard to our site visit yesterday I wanted to request a minor modification to
Permit #99-08 that was issued on July 1st, 2008, and has been updated through
July 1st,2025. This permit was issued to upgrade the existing barge loading/off
loading facility on the Roanoke River within the town of Plymouth.
We discussed the orientation of barges, so all barges are parallel to shore, and
adding (8) piles on the land side to accommodate mooring of these barges. We
would like to add some site lighting to the sight as well (we are thinking 3). These
lights would be set back a minimum distance of 30' from the existing shore.
