I, Gregory R Dent and my wife, Irene B. Wozny, own the adjacent riparian property at 503 Brant
Rd in Carova Beach NC. First, let us state that we have not yet met Mr. Collins and want to be
considerate neighbors.
After receiving the attached documents and the drawing, we find that Mr. Collins is asking us to
waive certain rights, but it is unclear exactly what we are being asked to waive. If it is merely a
"normal pier", like the one that my neighbors at 501 Brant Road have, we would not have any
objection. The difficulty is that the drawing is not professionally done. For instance, a quick
reading of the CAMA Act and regs leads me to believe that I should have received a completed
copy of the full application and the project drawings.
I did not receive a copy of the application and the drawing of the project is a hand drawn one. In
looking at the "Directions for Filling Out A CAMA Minor permit, I do not think that this
drawing sufficiently meets the requirements of the notice provisions as set out in the regulations.
For example, it is not drawn to scale, nor does it show the actual scale. Additionally, the drawing
does not show the property dimensions and location of all existing and proposed structures.
There is no indication of either the NHW or NWL and the dimensions of the pier do not show

the elevation of the structure or its distance from our property line or the width of the canal.
Also, under Description of Project, the instructions advise that it is" better to go over -board". In
this case there is no indication of the boundaries of the riparian area, or the footage set back from
our adjacent property.
As, stated, we do not want to be a unreasonable neighbors, but we would like to know these
dimensions to see how this project impacts our property. Recently, I called Mr. Corbutt but have
not received a call back.

The adjacent riparian notification is just a formality set by the agency ( ncdeq) that we ( beach bulkheads) have to notify
you ( said nieghbor) of any waterward structures we would like to construct. We are not asking for any type of waiver
from you.
The boathouse will not be within the 15ft setback of the your shared property line, so no consent waiver is needed from
you ( as was highlighted in the waiver section of the form furnished to you.
As for the project proposed. Mr Collins would like to construct a 24ft wide x 24ft long covered boathouse, with Two 4ft
x 24ft piers and boat basin under the roof. The roof peak will be approximately 12ft above the existing bulkhead, with a
gable roof line. The boathouse will be centered on his property with the eastward side being located approximately 35ft
from your shared property line. The distance outward is all allowable under ncdeq, as we are well under the 1/4 width
rule. Also attached to this email is a example of what the boathouse will look like. If you need any further clarification
please respond to this email.

Re: Objection to the Issuance of CAMA General Permit 89944A for a boathouse, pier,
platform, and boatlift at 505 Brant Road in Corolla, Currituck County
Dear Mr. Dent:
The Division of Coastal Management has reviewed your correspondence dated November 21,
2022 and received on November 28, 2022 relaying your objection as an adjacent riparian
property owner to a permit request from Beach Bulkheads & Construction (authorized agent for
property owner Thomas Collins). The permit applicant has requested a permit to construct a 4'
x 24' pier, a 4' x 24' platform, and 12' x 24' boat house with boatlift, all covered by a singular 24'
x 24' single -story roof structure. These structures would be constructed at 505 Brant Road,
within the Carova Beach subdivision of Corolla, Currituck County, immediately adjacent to the
existing bulkhead along a canal to Knotts Island Bay. As a prerequisite to issuing a permit, I
conducted a site visit on February 8, 2023, to evaluate the permit applicant's request.
Under the Coastal Area Management Act, the Coastal Resources Commission has established
Rules for General Permits regulating the type of development described above. These Rules
are set forth in 15A NCAC 07H.1200 (attached).
The Division of Coastal Management has reviewed your objections, which appear to focus on:
1. your contention that Mr. Collins is requesting you to "waive certain rights", and
2. your contention that the sketch attached to the Division of Coastal Management
NotificationlWaiver Form is of insufficient detail to effectively assess impacts your
property.
Regarding your first objection, the "Waiver Section" of the Form applies only to cases where any
portion of a project would encroach upon the 15-foot set -back as measured from the established
riparian line. The proposed structures would be 40 feet from the riparian line; thus, no such
waiver is needed. Regarding the second objection, our review of the applicant's sketch in
combination with information gathered through my February 8, 2023 site visit and desktop
research, provides sufficient information for the Division of Coastal Management to complete its
consistency review under 15A NCAC 07H.1200.
In closing, our review of the proposed development has found it to be consistent with applicable
Rules of the Coastal Resources Commission and the State's Coastal Management Program.
Having found that all prerequisites have been satisfied, the Division of Coastal Management
issued General Permit No. 89944A for the proposed development on July 14. 2023 (copy
attached).
