Dear Mr. Withers:

We originally accepted your application under the impression that it was complete. Accordingly, I am requesting that you submit the following additional information to this office:

Please address the following comments:

Please submit a drawing that shows the location of the hay bales along with dimensions to include length, width, height and located seaward of dune escarpment at no less than a 45-degree
angle. Show bales a minimum of 7’ apart and a maximum distance of 10’ from the escarpment/vegetation line.

Locate existing dune and escarpment in a cross section.

Include project narrative on a separate sheet. The narrative should include a monitoring plan of bales once installed and can consist of picture documentation on a monthly, seasonal
and post storm basis. Signage should be posted at proposed location that informs the public that the straw bale project is a pilot study. Indicate in the narrative if there is on-going
sea turtle nest monitoring (handled through UNCW).

Include a statement that bales will not be installed until after turtle season.

Wheat straw bales is strongly recommended.

In accordance with the Department of Environment and Natural Resources regulations, we note that a certain time has passed while the application has remained in our office.

Upon resubmission of a complete application, a local decision will be made in thirteen days (13) days, provided this period is not extended as provided by law. Please contact me at
