Authorizing development in Carteret County at tributary of Wards Creek, Bridge No. 15 on
SR 1325 near Otway , as requested in the permittee's application dated 11/21/02. including the
attached workplan drawings (1), dated 11/20/02.
This permit, issued on 8/14/03 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
Installation of Guardrails
1) This minor modification authorizes expanding the approach and trailing road shoulders to facilitate
installation of guardrails extending 50 feet from each corner of the rawly replaced bridge.
2) This minor modification must be attached to the original of Permit No. 158-98, which was issued on
12/22/98, as well as the permit renewal, which was issued on 1/11/02, and all documents must be readily
available on site when a Division representative inspects the project for compliance.
3) All conditions and stipulations of the active permit remain in force under this minor modification unless
altered herein.
This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DENR and the
other qualified persons within twenty (20) days of the issuing Chairman of the Coastal Resources Commission.

Thank you for your letter concerning the Coastal Area Management Act (CAMA) Major
Development Permit application submitted by the N.C. Department of Transportation, in which
authorization was requested to expand the approach and trailing road shoulders to facilitate
installation of guardrails on SR 1325 at Bridge#15 in Pamlico County, North Carolina. The
Division appreciates your concerns about the proposed project.
The Coastal Area Management Act permit review process involves a coordinated state
and federal review of each permit application, with all review agency comments considered by
the Division before final action is taken on a permit application. In this case, no significant
resource concerns or objections were expressed by these review agencies. Based on this, the
Division has determined that the proposed project is consistent with the Rules of the Coastal
Resources Commission, as well as those of other State regulatory agencies. Consequently, the
Division has issued a permit modification for the proposed activity on August 14, 2003, and a
copy is being provided to you for your information.
If you wish to object to the issuance of the permit modification, you may request an
appeal of this decision within twenty (20) days of the permit decision. §113A-121.1(b). If you
would like copies of the appropriate appeal forms or should you like to discuss the specifics of
