This action is necessary due to the inadequacies of the existing line under the existing house. I am in the process of contacting Mr. Cook to advise him of the necessity to re-contact the adjacent property owner down whose property line the line will be routed. Provided the neighbor does not object, the project should be handled as a minor modification with a revised issuance of the permit with new plat work. If there are any questions, please advise. Project summary The applicants propose to extend the outlet of the existing stormwater culverts further oceanward to facilitate drainage. • NCDOT - U.S. 321 Page 2 9. PROJECT DESCRIPTION: The project is located east of U.S. 421 between Carolina and Kure Beachs between S.R. 1563 and S.R. 1559. There is an existing stormwater collection system serving the area. Spring high tides have depositied sand around the existing outlet of the pipe on the beach. This has effectively closed off the pipe resulting in poor drainage. The applicant is proposing to extend the existing outlet of the pipe oceanward of the present location. Approximately 120' of 36" concrete class III wall "C" pipe will be installed in a trench 5' wide and between 5'-10' deep in the beach sands. Timber cradles will support the pipe. Approximately 10 cradles on 12' centers will be used. The outlet of the pipe will be at the face of the existing beach berm. 10. ANTICIPATED IMPACTS: The pipe on the beach will result in no impact provided that it remains buried. In order to allow for emergency vehicular traffic on the beach strand we strongly recommend the addition of a ramp structure over the pipe at some point along its length. We also recommend a maintenance program to keep the pipe covered so as not to adversely effect the public's use of the beach. SUBMITTED BY: C. Box 25201 Raleigh, NC 27611 Dear Mr. Waters: This is with reference to the application submitted by DOT requesting the extension of an existing stormwater outfall pipe located on U.S. 421 near Kure Beach, New Hanover County. The information presented with the application appears to be complete with the exception of the necessary processing fee. A report has been prepared for circulation to the various review agencies for their comments. Additional information may be requested directly from one of those agencies. The projected deadline for making a decision is October 13, 1986. An additional 75-day review period beyond this deadline may be necessary to complete the review and take final action. If so, you will be notified of the extension and the new deadline. NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the property of your proposed development. You should post this notice at a conspicuous point along your property where it can be observed from a public road. Some examples would be: nailing thennotice card to a telephone pole or tree along the road right-of-way fronting your property, or at a point along the road right-of-way where a private road would lead one into your property. As a part of my review I have recommended that a public emergency vehicle ramp be provided over the pipe and that sand routinely be added over the pipe in order to minimize the impact on public beach access.
