Dear Mr. O'Quinn:
This correspondence is in reference to your letter of August 17, 1995 in which you
requested a modification to CAMA Major Permit #67-95 issued to the Department for
development at the Minnesott Beach Ferry Basin on and adjacent to your property on the Neuse
River in Minnesott Beach, Pamlico County. According to the information that you provided the
Division, the DOT proposes to excavate an additional 230 yds3 of material from behind the
existing bulkhead and replace it with filter fabric, stone and fill material. You also stated that
the proposal will not involve any additional fill in wetlands or waters of the Neuse.
The proposed changes are hereby authorized and this letter will serve as your notification.
Please attach a copy of this letter to your permit so that it may be available to Department
personnel when making routine monitoring inspections.
I appreciate your concern and effort to comply with the permit requirements of this

Subject: Pamlico County, Bulkhead and Breakwater Replacement and New Ferry Ramp at
Minnesott Beach, TIP No. F-3311 State Project No. 2.110013
Pursuant to our recent telephone conversation, find enclosed a copy of the excavation and
fill portion of the CAMA permit application and drawings indicating the proposed modification
for the above referenced project. The modification includes excavating an additional 230 cubic
yards of material from behind the existing bulkhead (highground excavation) and replacing it with
filter fabric, stone and fill material. This modification is necessary to strengthen the new proposed
bulkhead and will not require any additional fill in wetlands or waters. If you have any questions
