The request is for a • refinement of CAMA Major Development Permit No. 32-02 issued to NCDOT on March 18, 2002. The permit was issued for the construction of a 52' x 682' bridge over a 100' wide tributary to Knobbs Creek and associated wetlands located 3/10 mile north of US 17 Business/Halstead Boulevard intersection. The approved plat included a 25' wide temporary work bridge with seven 25' x 64' fingers. NCDOT has requested that two changes be authorized. The first is that top down construction be used to construct the bridge thereby allowing the elimination of the temporary work bridge from the project design. The addition of 60 piles is requested in order to shorten the spans and allow top down construction. The additional piles will permanently impact 342 square-feet of wetlands. The number of pilings in the channel of Knobbs Creek will remain the same (only one bent). The second change involves the relocation of 0.47 acres of approved temporary wetland impacts. It is requested that authorization be granted for the temporary clearing by hand (no grubbing) of 15 feet of wetlands on either side of the permanent bridge to facilitate construction. Instead of 30 feet of clearing on one side of the permanent bridge, 15. feet of clearing is proposed on both sides of the bridge. Your request to modify Permit #32-02 to include the aforementioned changes is hereby authorized. Please be aware of the in-water work moratorium from February 15 to June 30 of any year without the prior approval of DCM in consultation with NCDMF and NCWRC. All permit conditions including the December 31, 2005 expiration date still apply and remain unchanged. He outlines the differences of the previous bridge and construction method and the new proposal for the bridge and construction method. It is my position that the new proposal is better from a environmental stand point and a economical stand point. We hope we can proceed with this change. Lindsey Riddick spoke to Cathy 6rittingham yesterday about the details of the proposal. She indicated to Lindsey that if we only clear 15 feet on either side of the bridge then DCM could make the revision by a letter of refinement. This seems appropiate given the circumstances. If NCDOT is held up for 30-60 days for a permit modification. It might be more beneficial to NCDOT to go ahead with the current permitted plans. This will result in more environmental damage and increase the cost by$200,000.00. We would like to request that the NCDOT consider our PreGminory Vdiue Engineering Proposal to change the bridge as designed at station 638+112.00 on the above referenced proiecl,The present design details a substructure N-i/ — consisting of seven interior bents, each containing twelve. 20" square concrete piles.The superstructure consists of eight poured In place spans. Each span is supported on eight lines of 54" concrete girders appruomotety 88' long. Also included in the present design Is a temporary wank bridge to allow access into the wetlands for construction activitles, We would like to propose a top-down constructed ooncrete cored slab bridge. We hove included conceptual drawings to illustrate the type of structure we propose. Generally, the substructure would consist of twelve interior bents. Each 11Fw bent would Incorporate tweeve, 24" concrete/ HP I 2x 53 steel composite pile sections, The superstruCture would consist of thirteen spans of l '-9" x 3'-0" cored sio Os, Each span would be 52'-4" long and be twenty-three slabs wide.This type of construction would allow us to odvance ourselves into the wetlands utilizing the new structure, thus eliminating the need for a temporary work tridge. As with any proposed change In design or construction methods there are advantages and disadvantages that need to be Considered. At this point we would like to list the pros and cons that we see with our proposed design and method. ADVANTAGES 1. The need for a temporary wart bridge would be eiiminated.This would result in the reduction of c7ppraximalely 150 steel piling to be driver and extracted and ciso lessens the amount of wetland area that needs to be grubbed for pile installation. 2. The amount of time that the wetland area will be exposed to construction activity will be reduced from approximately 24 months to 9 months. 3. The depth of the superstructure we are proposing is oppropmatery 3' less than Me one currently designed. If grade line elevations ara held the some this will give an additional 3' of under cledronce for wafer passage. The bottom of End Sent I will be 16'' below the normal water suria0e 'f built as designed currently. In summary. we feel that the advantages we hove outlined for exceed the disadvantages. We feel that our proposal is much more environmentally friendly. The NCDOT and subsequently the taxpayers will realize monetary savings both now and in r+edueed future maintenance costs. And as the contractor,we should be able to see reduced costs by being able to do the volume ci work in a shorter period of time.
