Please reference the 401 Water Quality Certification for DWQ Project No. 011595 issued on January 9, 2002. The 401 certification approved the NCDOT's construction plans for Transportation Improvement Program project U-3449. The project involves the extension of Halstead Blvd. In Elizabeth City, North Carolina. At the time the original 401 Water Quality Certification was issued, the plans called for a temporary work bridge to accommodate equipment during the building of the permanent bridge structure. Subsequent to the project being let to construction,the contractor submitted a value engineering proposal to use top down construction rather than build a temporary work bridge. However, the new proposal will necessitate a minor change in the bridge design. The currently permitted design calls for seven interior bents and eight poured in place spans. Each interior bent has twelve 20.0-inch square piles for a total of 84 piles. The total area of the piles is 233.43 square feet. The currently designed spans are approximately 88.0 feet long. The new proposal will have twelve interior bents, each with twelve 24.0-inch square piles. Due to the limitations of span lengths on top down construction, each new span will be 52 feet-four inches long. The increased number and size of the piles will increase the total area of the piles from 233.42 square feet to 576.0 square feet. The new proposal will eliminate the need for approximately 150 steel pile piles that would have been used to support the temporary work bridge. This action does not increase the amount of cleared area above that which would have been cleared to construct the temporary work bridge. The cleared area will remain approximately 0.47 acres. The NCDOT hereby requests that the 401 Water Quality Certification be modified to reflect the changes described above. This action has been approved by the USACE through a Memorandum for the Record and by the North Carolina Division of Coastal Management through a letter of refinement. Copies of the memorandum for the record and the letter of refinement are included for reference. A check in the amount of$200.00 is included to cover the processing fee.
