Project Description The site is located north of Little Northeast Creek on SR 1406 near Bridge No. 121 in Onslow Co. Approximately 0.9 acres of the land including 0.66 acres of restoration and 0.24 acres of creation consists of the following bottomland hardwood species: Baldcypress -Taxodium distichum Black Gum -Nyssa sylvatica Overcup Oak - Ouercus lyrata Swamp Chestnut Oak - Ouercus michauxii Water Oak - Ouercus nigra II. Project Association This mitigation project is to offset wetland impacts associated with project B-2158. III. Project History December 1994 Site planted October 1996 Vegetation Monitoring (2yr.) August 1997 Vegetation Monitoring (3yr) IV. Success Criteria • WRC will check the site at end of three years to verify survival of tree seedlings. V. Results No monitoring plots were established, however site inspection revealed that only a few trees located around the perimeter of the site were found. Heavy traffic has destroyed many of the planted trees. Black gum trees were beginning to naturalize throughout the site, many 8 - 12" height on the north side of the site. VI. Summary Areas on both sides of the Little Northeast Creek east of the bridge were graded to wetland elevation and planted with bottomland hardwood species. There were no plots established. By visual observation we obtained that less than 25 of the trees planted had survived, primarily due to traffic accessing the creek. Naturalizing of black gum is beginning throughout the site due to adjacent bottomland hardwoods. The north side of the creek is establishing in Black Gum. with a few Oaks scattered throughout the site: however, the south side of the site continues to be destroyed by boater/fishermen traffic. VII. Proposed Remedial Action At this time, NCDOT is investigating a method to deter boater/fishermen traffic that has destroyed a majority of the tree planting on the south side of the site. The site will be replanted prior to March 15, 1998 with the same species outlined in the permit. CAMA Major Permit 138-93 stipulates that "no excavation or filling will be permitted within the stream bed between April 1 and October I of any year without the prior approval of Division of Coastal Management in consultation with the Division of Marine Fisheries and the N. C. Wildlife Resources Commission." I have spoken with Mr. Fritz Rhode of the Division of Marine Fisheries and Mr. Wynne of North Carolina Wildlife Resources Commission. With their input it was decided that the detour can be removed after August 1st as long as turbidity curtains are in place to help control movement of sediment within the creek. Also, Mr. Wynne asks to be notified prior to commencement of the weak so that he can make an on-site inspection. Please coordinate that with him. Thank you for your request and your cooperation. VINSON SUBJECT: CONSISTENCY DETERMINATION - MAJOR PERMIT APPLICATION - NC DOT - BRIDGE #121 - SR1406, ONSLOW COUNTY DATE: February 26, 1993 The North Carolina Department of Transportation (DOT) proposes to replace Bridge #121 and SR1406 over Little Northeast Creek, north of the community of Piney Green, in Onslow County. A temporary detour with "fill" in the creek and wetlands will be constructed east of the bridge alignment. The temporary detour will result in the filling of approximately 28,749 sq. ft. of wetlands and approximately 5,000 sq. ft. of creek bottom. A Wetlands Mitigation Plan has been proposed by DOT as part of the project, which includes restoration of the detour area, as well as the creation of new wetland areas. I have reviewed this project for consistency with the 1992 Onslow County Land Use Plan (LUP) Update and offer the following comments. The general area of the project is classified 'Urban Transition', while the Public Trust Waters AECs is classified as 'Conservation'. The County's Resource Protection Policy regarding wetlands (Page 203) recognizes the values and functions of freshwater wetlands and supports Section '404' of the Federal Clean Water Act as administered by the US Army Corps of Engineers. The County's policy for Public Trust Areas allows uses consistent with 15A NCAC 7H. The Economic and Community Development Policy section of the Plan includes the County's commitment to State and Federal programs, including highway improvements, and its support of these programs. PROJECT SUMMARY: The applicant proposes to,replace Bridge #121 and SR1406 over Little Northeast Creek; a temporary detour with fill in the creek and wetlands will be constructed east of the bridge alignment. 9. NARRATIVE DESCRIPTION: The North Carolina Department of Transportation (DOT) proposed to replace Bridge #121 and a segment of SR1406 over Little Northeast Creek, located 2.3 miles north of Highway 24 and Piney Green, in Onslow County, NC. The U.S.G.S. 7.5 Min. Topographic Maps, entitled "Kellum" and "Camp Lejeune" shows the project site and the surrounding road system in relationship to the creek and wooded wetland areas. In general, the State Road runs north and south, and the creek runs east and west. The COE/CAMA color aerial photography does not cover the project site. During construction, vehicular traffic will be detoured along a temporary fill crossing just east of the existing bridge. Wooded swamp wetlands of the '404' type characterize the project site and the Class 'C' waters in the upper reaches of Little Northeast Creek. A temporary detour has been chosen since there are no other off-site road crossings of Little Northeast Creek in the near vicinity and since the centerline of the existing roadway and bridge (a total of approximately 900 ln. ft.) must be shifted 7.5' east of the existing alignment. It has been estimated that the temporary detour will involve the filling of 28,749 sq. ft. of wooded swamp wetlands and approximately 5,000 sq. ft. of creek bottom below the plane of the NWL. Rather than bridging the creek, the plans call for a series of four (4) 48" corrugated steel pipe arches to be located in the stream bed to maintain surface water flow. A part of DOT's Mitigation Plan for this project involves removing all fill in the wetlands and in the creek. The disturbed areas within the swamp will be restored to their original elevation and planted with five different types of tree seedlings: Overcup Oak; Swamp Chestnut Oak; Water Oak; Black Gum; Water Tuppulo; and, Bald Cypress. Two small areas of highground property within the detour alignment will be excavated to a lower elevation equal to the adjacent wetlands. These two areas will add about 1,742 sq. ft. or 0.04 acres of wooded swamp wetlands to the wetlands system. The DOT Mitigation Plan will be complete with the acquisition of a 1 acre section of land located on the northeast side of the bridge about 120' east of SR1406. Within the 1 acre, DOT plans to reduce the elevation of a grassy upland site measuring about 100' long x 70' wide. This area will be planted with the wetlands tree species already mentioned. This 7,000 sq. ft. of new swamp will increase the overall mitigation to approximately 11,925 sq. ft., or 0.24 acres. FIELD INVESTIGATION REPORT: NC DOT/BRIDGE #121/B.J. O'QUINN, ASST. BR. MGR. PAGE #3 Construction along the new road and bridge alignment will involve the permanent displacement of 3650 sq. ft. of '404' wetlands on the south side and 1500 sq. ft. of wetlands on the north side. These areas measure 365' x 20', and 150' x 20', respectively. These impacts to the swamp will occur on the east side of the new road alignment and are in addition to the wetlands displaced by the temporary detour. The old 90' bridge span will be demolished along with the removal of all support piles in the creek bed. The new bridge span measures approximately 130' long. In order to fit the span and apply the necessary rock riprap around the abutments, the bank must be excavated 20' x 65' on either side of the creek. As proposed, the excavation some 16 cu. yds. will take place above the NWL. The spoil material from the project will be transported by truck to an upland site as yet not determined by DOT. 10. ANTICIPATED IMPACTS: The proposed temporary detour crossing of Little Northeast Creek will displace an estimated 28,749 sq. ft., or 0.66 acres of '404' wetlands. In addition, the new road alignment involves another 5,150 sq. ft., or 0.13 acres of swamp vegetation. The DOT Mitigation Plan includes restoration of the detour, as well as adding some 11,925 sq. ft. (0.24 acres) of wetlands to the system by excavating adjacent highground property and planting swamp tree species. The Mitigation Plan also calls for removing the four conduit pipes and all fill from the creek bed. Although the new bridge span will be somewhat longer than the existing structure, the overall footprint above the creek will remain the same while the vertical clearance of the structure will be increased by about 2'. The majority of this impact will occur in a roadside drainage ditch. Fill associated with the temporary detour will lead to the temporary loss of 0 .66 acres of Iburctpmland hardwood wetland habitat. MITIGATION The temporary detour embankment will be removed following completion of construction, and the disturbed area restored to its original elevation. Additionally, two small upland areas exist within the boundaries of the detour (see sheets 4 of 11 and 5 of 11 ) . These two upland sites total approximately 0 . 08 acres in size. Following completion of construction, these two areas will also be graded to wetland elevation (approximate elevation 4 . 5 ' ) . NCDOT will also purchase a parcel of land approximately 120 feet east of the existing centerline at station 65+50 . This area is an upland grassy area approximately 100 ' x 70 ' , or 0 . 16 acres in size. This area is bounded on three sides by a bottomland hardwood wetland system. In order to obtain this mitigation property, NCDOT is negotiating to purchase the tract bounded to the west by NCDOT right of way from =Sta 65+50 to the crossing of Little Northeast Creek, to the north by a line running perpendicular from the centerline at �Sta 65+50 to the bank of Little Northeast Creek, and to the south and east by Little Northeast Creek. This entire tract is slightly less than one acre in size. NCDOT will preserve the existing wetland habitat, and grade down the grassy area to wetland elevation. After grading of the sites are completed, wetland tree species such as overcup oak (Quercus lyrata) , swamp chestnut oak (Quercus michauxii) , water oak (Quercus nigra) , black gum (Nyssa sylvatica) water tupelo (Nyssa aquatica) and bald cypress (Taxodium distichum) will be planted on 8 to 10 foot centers to compensate for project related wetland impacts . NCDOT proposes to plant five of the listed species . Species compositions will be approximately equal . If less than five species are available at the time of planting, NCDOT will consult with environmental agency personnel to determine an acceptable course of action. NCDOT will attempt to obtain one year old seedlings ( 12-18" tall) with 1/4" minimum root collar diameter. If possible, all seedlings will be obtained from suppliers at approximately the same longitude as the planting site. MITIGATION PLAN SUMMARY As proposed, the project will lead to a temporary impact to 0 . 66 acres of wetland habitat, and the permanent loss of 0 .13 acres of wetland habitat . Successful implementation of NCDOT' s mitigation proposal will lead to the restoration of 0 . 66 acres of wetland habitat, and the creation of 0 . 24 acres of wetland habitat (two 0 . 04 acre sites within temporary detour route, onq zl.*:acre' j site just outside of project limits) . 00-X470 The restored and created wetland systems north of Little Northeast Creek will be in NCDOT permanent right of way, and will therefore be protected from future development. The North Carolina Department of Transportation is proposing to replace Bridge No. 121 over Little Northeast Creek on SR 1406 near the city of Jacksonville in Onslow County. This proposed action involves replacing the existing bridge with a new structure 130 feet long and 34 feet wide . The centerline of the replacement structure will be approximately 7 . 5 feet east of its existing location. This minor adjustment to the roadway alignment is necessary to maintain adequate clearance during the construction period between the structure and the major water and sewer lines which parallel the roadway to the west. Approximately 900 feet of approach roadway work will be necessary to accommodate this slight centerline shift. All widening of the roadway approaches will occur on the east side of the existing roadway. The power and telephone lines running east of the proposed roadway will be relocated to the west side of the roadway, and will utilize the water and sewer line right of way. Due to high traffic volumes ( 9 ,600 VPD) and the lack of suitable off-site detour route, traffic will be maintained on-site during the construction period by providing a temporary detour on the east side of the existing alignment ( see sheets 4 of 11 and 5 of 11) . The temporary crossing of Little Northeast Creek will be accomplished by utilizing four temporary 84" corrugated steel pipes (see sheets 5 of 11 and An Equal Opportunity/Affirmative Action Employer I 41, L s 9 of 11) . The majority of this impact will occur in a cleared roadside drainage ditch. If, during construction, it is determined that any additional area needs to be cleared, NCDOT will inform the various permitting agencies and will also include this area in our restoration efforts . During an on-site permit agency coordination meeting held on December 11 , 1992 , N.C . Wildlife Resources Commission personnel requested that NCDOT investigate purchasing a small piece of land just outside of the project limits for use in further mitigating for temporary and permanent habitat losses . This parcel of land is approximately 120 feet east of the existing centerline at station 65+50 . The landowner has indicated a willingness to sell this property, and NCDOT is presently negotiating to purchase the property.
