' 1) Fill associated with widening of roadway approaches shall be immediately
/ stabilized with vegetation or riprap. Any riprap used in construction
/ should be clean and free of sediment and chemical contaminants.

Dear Mr. O'Quinn:
The Division of Coastal Management hereby acknowledges receipt of your application for State
approval for development of your property located at Bridge 185 - S.R. 1103 Shelter Creek, Onslow
County. The document was misdirected and did not directly reach this office. We obtained a copy from
DEM Water Quality. At present we have a limited number of staff with no one assigned to Onslow but
me, I visited the site on December 16, 1992 and January 22, 1993. Following the second visit I have
determined that the application is complete and began processing. The projected deadline for making a
decision is April 7, 1993. An additional 75-day review period is provided by law when such time is
necessary to complete the review. If you have not been notified of a final action by the initial deadline
stated above, you should consider the review period extended. Under those circumstances, this letter
will serve as your notice of an extended review. However, an additional letter will be provided on or
about the 75th day.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the
proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be
posted at the property of your proposed development. You should post this notice at a conspicuous
point along your property where it can be observed from a public road. Some examples would be:
Nailing the notice card to a telephone pole or tree along the road right-of-way fronting your property; or
at a point along the road right-of-way where a private road would lead one into your property. Failure to
post this notice could result in an incomplete application.
A field report has been prepared and is in the process of being circulated to the various state and
federal review agencies for their comments. If additional information is required based on this review,
the agencies may contact you directly.

9. PROJECT DESCRIPTION
The project site is located on S.R. 1103 over Shelter Creek in Onslow
County. This road is unimproved and is located off N.C. 50. The existing
creek at this point is approximately 35' wide. The existing bridge is failing
and will eventually become unsafe for public use. The applicants propose to
install a core slab bridge unit. This structure will be approximately 80' long
x 25' wide. In order to properly install the new bridge structure it will be
necessary to excavate two highground pockets approximately 29' wide x
32' long on either side of the creek. Also a total of approximately 230 linear
feet of toe-of-bank fill approximately 2' wide will be placed along side the
bridge approaches adjacent to the creek. Erosion control measures will be
implemented.
10. ANTICIPATED IMPACTS
If constructed as proposed no long term significant adverse impacts are
anticipated.

SUBJECT: Onslow County, Proposed Replacement of Bridge 185
on SR 1103 .
The North Carolina Department of Transportation proposes
to replace bridge 185 over Shelter Swamp Creek on SR 1426 in
Onslow County. The proposed action will involve replacing
the existing bridge structure with a 80 ' prestressed cored
slab bridge . This bridge replacement will take place on
existing alignment, and no on-site detour is proposed.
The new structure will span from bank to bank. In order
to facilitate a slightly wider bridge structure, NCDOT
proposes that a small amount of fill ( 0 . 0108 acres total ) be
placed in wetlands adjacent to the existing toe of fill lines
along the approaches ( see permit sheet 2 of 3 ) . No fill is
proposed below ordinary high water. Approximately 100 cubic
yards of highground excavation is also proposed. This
excavation will allow for a wider opening beneath the bridge,
and may also provide an opportunity for a small amount of
natural wetland revegetation to take place .
Best management practices will be implemented to
minimize any adverse effects which may be caused by project
related sedimentation.
NCDOT is requesting that the proposed work be authorized
under the appropriate Coastal Area Management Act (CAMA)
permit. By copy of this letter, we are also requesting
issuance of a 401 Water Quality Certification from the N.C .
