This permit,issued on March 30, 1993 , is subject to compliance with the application(where consistent
with the permit),all applicable regulations,special conditions and notes set forth below. Any violation of these terms may be
subject to a fine,imprisonment or civil action; or may cause the permit to be null and void.

/ 1) Fill associated with widening of roadway approaches shall be immediately
• stabilized with vegetation or riprap. Any riprap used in construction
• should be clean and free of sediment and chemical contaminants.
• 2) Strict erosion and sedimentation controls shall be implemented to prevent
• any discharge of sediment from the project site into Shelter Creek. ,
Erosion control structures shall be maintained until all disturbed areas
• have been revegetated. Such revegetation should occur as soon as
• possible following completion of excavation and fill activities. ,
/ 3) Silt fencing shall be installed along toe-of-bank disposal sites.
/ 4) Under no circumstances shall material excavated from abutement areas be
/ discarded in stream or wetland habitat, on or offsite.

• This permit action may be appealed by the permittee or Signed by the authority of the Secretary of DEHNR and the '
' other qualified persons within twenty (20) days of the Chairman of the Coastal Resources Commission. '

SUBJECT: Opinion on Consistency/CAMA— Dredge & Fill Application/
NC DOT (Bridge 185) /Applicant proposes replacement of
existing bridge/SR 1103 Shelter Creek, Bridge 185/
Onslow County
DATE: February 26, 1993
Thank you for the opportunity to review this application. My
opinion is based on my review of the permit application, the field
investigation report, and my understanding and interpretation of
the policies presented in the Onslow County Land Use Plan Update
(1991) .
The area known as the Great Sandy Run Pocosin is shown on the
Onslow County Land Classification Map as Conservation. This is a
rather huge chunk of real estate which the County has recognized as
worthy of some level of protection. Conservation classified lands
in Onslow County are, according to Land Use Plan policy,
developable with no other special restrictions than those which are
already in place and administered by local, state, and federal
agencies. The fact that this proposed bridge replacement is
located in an area classified Conservation is important as a
recognition by County officials that this area is environmentally
sensitive.
Transportation improvements are interpreted by this reviewer to be
desirable according to plan policy. Anticipated long-term negative
impacts are not expected as a result of this development activity.
The proposed project seems consistent with the Land Use Plan.
