DOT, SR 1518, BRIDGE #182, REPLACEMENT BRIDGE, MILL CREEK, ONSLOW COUNTY - PROPOSED PERMIT APPLICATION DATE: OCTOBER 15, 1987 The evaluation of this project has not been very complex and my recommendation to issue the permit is reflected of the lack of significant impact to our estuarine resources. Only a minor area of coastal wetlands will be filled. The calculated 5,000 sq. ft. of wooded swamp is recognized for its habitat value, however, the increased public health and safety realized from the new roadway appears to strongly outweight that issue. The following conditions should be considered with the issuance of the permit: 1. All work must take place in accordance with the permitted workplat drawings; 2. Because Mill Creek is a designated primary nursery area, all earth moving and filling activities should be accomplished between the months of October 1 and March 30 of any year; 3 . All fill material placed in wetlands or below the mean high water shoreline must be confined; 4. This permit does not authorize the excavation or filling of any wetlands outside the alignment as shown on the permitted workplat; and, 5 . All riprap material must be free of loose dirt and/or any polutants other than those found in trace quanities. C. The approaches will be realigned with some fill on wooded swamp wetlands. N.C. DOT (BRIDGE #182, ONSLOW COUNTY) PAGE #2 9. NARRATIVE DESCRIPTION: The project site is located in a rural section of Onslow County, just southwest of Sneads Ferry on SR 1518, at Bridge #182, over Mill Creek. Mr. William G. Marley has submitted a Major CAMA application on behalf of the Department of Transportation to allow for the replacement of the existing wooden as well as a realignment of the two ( 2) approach roads leading to the bridge. The end result of this project will not only be a safer bridge crossing, but also a wider stream bed opening between the two ( 2) bridge abutments. The current bridge spans a distance of about 80 ' and the new structure will span approximately 110 ' . Although no excavation will occur, the new bridge abutments, and Class "B" stone will be set landward of the existing shoreline. SR #1518 and the bridge runs east and west as it crosses Mill Creek. The new eastbound road approach will displace about 10,000 sq. ft. of wooded swamp vegetation on the north side of the existing road. This action will reduce a severe sharp curve within the old road, and increase visibility to oncoming traffic. The wooded swamp area is dominated by mixed maples, sweet gum and cypress trees. This area measures approximately 200 ' long x 50 ' wide. The wooded area is so dense that little to no coastal wetlands exists in this immediate area. The true salt marsh borders the wooded swamp on the upstream side but does not inter-mix. A small section of coastal wetlands, approximately 150 sq. ft. of elevated black needlerush, will be filled on the north side of the western approach road. In order to complete the realignment of the highway. The width and depth of Mill Creek, at the bridge, indicates that the waterway is navigable. Although the top elevation of the bridge will allow reasonable boat traffic, it appears that little use is made of upper Mill Creek by commercial watermen. Mill Creek, being a tributary of Alligator Bay, is a designated Primary Nursery Area by the Division of Marine Fisheries . The onsite inspection did not reveal any submerged grass beds or significant beds of shellfish in the immediate project vicinity. 10. ANTICIPATED IMPACTS: The proposed bridge project will directly displace about 10, 000 sq. ft. of wooded swamp, and 150 sq. ft. of coastal wetlands vegetation. During construction, the bridge will be closed to all vehicular traffic, and a detour route will have to be opened around SR #172 and Highway #210 . The project will take approximately six ( 6 ) months to complete, but construction of the bridge, and work within Mill Creek, should involve much less time to complete. If possible, the N. C. DOT (BRIDGE #182, ONSLOW COUNTY) PAGE #3 project should be undertaken between the months of October 1, and April 1, when biological activity of shrimp and juvenile finfish will be much less. In addition, bank stabilization and sediment runoff control will be of upmost importance during the construction phase of this project. 11. LAND USE PLAN & CAMA REVIEW: The proposed project has been evaluated with reference to the 1981 Land Use Plan for Onslow County. The Land Classification Scheme shows the highground property to be rural and the surface waters of Mill Creek, and associated wetlands, are deemed conservation. In addition, a review of that plan revealed no development constraints that would disallow the proposed project where public health, safety and transportation are key issues. PREPARED BY: JAMES L.
