DOT permit application for Bridge 191, Jacksonville, Onslow County It is apparent that the vehicular traffic into and through downtown Jacksonville by SR 1402 and Bridge 191 is an essential public need from both an economic standpoint as well as a health and safety factor for all citizens. Alternative one, which is the current DOT proposal, involves unfortunately the direct displacement of some 27,500 sq. ft. (0.63 acres) wooded swamp vegetation (Section 404 wetlands) . I am convinced from my review of the information supplied to this office, as well as my onsite field inspections, that alternative #1 is the least environmentally damaging to the estuarine system of AECs and that the alternative alignment of the highway • approach road cannot be altered to meet the needs of the new road and bridge. It is my opinion that the matter of public benefit strongly outweighs the marginal loss to the estuarine system. Therefore, I recommend that this project be issued a major CAMA permit with the following conditions to be considered: 1. Estuarine control measures such as silt screens and hay bales must be employed along the wetlands alignment of fill to prevent sediment from entering the New River and/or other wetland areas outside of the alignment as shown on the work plat drawings. 2. All riprap material must be properly sized so that wave action will not move or change its configuration. All riprap must be clean rock and free from debris and other toxic pollutants. 3. All earthen fill material shall be clean and free of toxic pollutants. 4. No fill material will be placed at any time in any marsh or surrounding waters outside of the alignment of the fill indicated on the work plat drawings. 5. The applicant is required to maintain continual public • navigation under the bridge during construction. This condition is expected to accommodate all River traffic, particularly in light of the fact that the N.C. Wildlife boatramp is located just upstream from the construction site. NOTES: 1. The permittee is urged to meet with representatives of the U.S. Army Corps of Engineers and the Division of Coastal Management prior to project initiation. 2. The proposed project must be certified under the general water quality certification before project initiation. 3 . This work would entail the placement of 13,045 cubic yards of fill below ordinary high water. The proposed project has been reviewed to determine impacts on water quality. The following comments are provided: 1. This project will require a 401 Certification. 2. It is recommended that the following conditions be included in this Certification: a. That construction work shall not increase stream turbidity levels over 25 NTUs outside the work area. b. That where cast-in-place concrete is used, concrete shall not be poured unless forms are completely dewatered. Foundation seals may be placed under water. c. That no oils, asphaltic material or other toxic substance be located, nor stored within 100 feet of adjacent streams or wetlands, nor be discharged into adjacent streams or wetlands. d. That the proposed activity shall not restrict stream flow and should be designed to accomodate at least the 25 year flood, or to pass flood and/or tidal waters in such manner which will not cause flooding or greater amplitude than that which presently exists. e. That erosion control methods be implemented such as silt screens, hay bails, siltation ponds, etc. , to prevent sediment from entering streams or wetlands. f. That the rip-rap meterial be of such size so as not able to be carried off by wave action and consist of clean rock or masonry material free of debris or toxic pollutants except in trace quantities. g. Project summary_ NCDOT proposes to replace bridge No. 191 and the approaches _ y to SR 1402 over the New River in Jacksonville, Onslow County. This a t' work involves the "filling" of marsh.arass , wooded swamp and some __Y__ l ' river bottomland. • .___._ • _______ • • 9. Narrative description The North Carolina Department of Transporation has submitted a state application to authorize the replacement of bridge #191 and the approaches of SR 1402 over the New River in downtown Jacksonville , Onslow County. Once the old structure has been demolished, the new 390.' long bridge will be constructed on the existing alignment. The proposed bridge will provide a 40 ' wide paved roadway which will take the place of the old 20' wide bridge that has badly deteriorated in recent years. The construction plans include the replacement of a 5 ' wide pedistrian sidewalk to be located on the south side of the new bridge. The existing navigational clearance of 13 ' at high water and 15 ', during low water will be maintained by the new construction. This is important since commercial as well as recreational boating traffic depend on this section of the new river.. In fact, the N.C. Wildlife boat ramp is located just up stream of the proposed project on the eastern shoreline. Three major alternatives for construction were evaluated and considered by DOT before a determination was made in choosing alternative #1 , which is their course. of action as expressed in the CAMA application. The approach highway on the west end of the bridge will have to be widened in order to accomplish the tapering of the new roadway from three lanes to two lanes. The application indicates that a wooded swamp area measureing approximately 550 ' long by 50 ' wide will be filled. This area includes about 27 , 500 sq. ft.. of gum and cypress swamp. Closest to the river on the southwest side of the project the filling operation will also displace approximately 110 sq. ft. of cattails , giant cord grass and saw grass. This coastal type of marsh vegetation is dispursed into the wooded swamp to an undetermined depth. There are no other vegetated wetlands involved with this project. The DOT work plat drawing shows that rock marl will be placed in the river around each of the two bridge abutments. Each of these shoreline stabilization structures will measure approximately 30 ' wide by 120 ' long. A calculated area of some 6000 sa. ft. of river bottom will be displaced by the new marl riprap. This project has been well coordinated with the City of Jacksonville and the Onslow County Historical Society. The Historical Society controls the Pellitier House Property located on the Jacksonville side of the river, just up stream from the bridge. This is a historically significant piece of property which has required the new road alignment to be located on the opposite side of SR 1402 . . Acquisition of the land owned by the First Baptist Church may be necessary in order to accomplish this off-set road alignment. • 10 . Anticipated Impacts • • Widening of the western bridge approach to SR 1402 will result in the direct displacement of some 27 ,500 sa. ft. of wooded swamp vegetation. This type of habitat is generally classified as section 404 wetlands by the Corps of Engineers. These wooded swamp wetlands provide wildlife habitat and act as a flood buffer while also providing sedimentation and filteration of runoff water. .The total scope of filling in this project will also include 110 sq. ft. of coastal marsh vegetation and about 6000 sq. ft. of open water encroachment. It can be anticipated that during construction all. vehicular traffic will be detoured by way of US Hwy. 17 , known as the Marine Boulevard and NC Hwy. 24 , known as the Johnson Boulevard. Increased traffic flow can be expected on these major arteries . CAMA Review The 1980 updated Land Use Plan for the City of Jacksonville was consulted in the review of this application. The project proposal appears to be consistent with the overall goals and objectives of that document , except for the "conservation" class and values of the wooded swamp area that is involved with this project. The conservation class as defined on pages V6-1 and V6-3 discourage the development and filling of such wetland areas. However, the City' s committment to road and highway expansion projects are found on pages IV-3 of that document and clearly support the generic intent of transporation improvements to the downtown area of Jacksonville for economic betterment of the community. Purpose /11 The subject bridge was included in the 1986-1995 Transportation Improvement Program and is scheduled for Fl replacement in FY 1987 as a part of the Federal-Aid Bridge pi Replacement Program. The purpose of the project is to improve is traffic operations and safety along this route by removing the present deteriorated concrete structure and replacing it with a VI new structure meeting current design standards. This project will 1 qualify as a Categorical Exclusion as defined by the Federal [# Highway Administration environmental guidelines. ti a • II. . Summary of Recommendations [ ; • Replacement of Bridge Number 191 with a structure containing -I a 40 foot clear width roadway to match the existing curb and is gutter section on the east approach and with a 5-foot sidewalk on E the south side . The sidewalk should be on the south side of the bridge adjacent to the First Baptist Church . The bridge should be - , approximately 390 feet in length . and should be built on the existing alignment identified as Alternate 1 on the attached i, .Figure 3 . Estimated total cost of this project is $1 ,208 ,000 in 4 1985 dollars. During construction traffic will be detoured by U.S . 17 (Marine Blvd . ) and N.C. 24 (Johnson Blvd. ) . f III . Existing Conditions H = ' Bridge Number 191 is located in Onslow County within the city _ limits of Jacksonville as shown in Figure 1 . The sufficiency rating for this bridge is 8 .4 compared to 100 for a new bridge . This structure was constructed in 1926 . SR 1402 is locally known as Old Bridge Street . The pavement is 20 feet wide with nine foot grassed shoulders on both ; approaches . The roadway on the bridge and to the east is on a horizontal tangent. A curve of approximately 3 degrees begins approximately 100 feet west of the west end of the bridge . The t road goes upgrade from both sides of the river to a crest vertical I curve on the bridge. The posted speed limit is 35 mph. ( ; SR 1402 (Old Bridge Street) is designated as "Other Principal Urban Arterial" and is on the Federal Aid Urban system. The current ADT is 11 ,000 vpd with a projected ADT of 19 ,800 . Truck tractor semi-trailer vehicles account for one percent of this and dual tired vehicles are two percent . This route is designated on the Jacksonville Thoroughfare Plan ( latest revision April 17 , 1985 ) as a "major thoroughfare . " No school buses use this bridge . A statement from the County School Bus Superintendent is in the Appendix.ppendix. Fire and rescue 4 vehicles do not usually use this bridge . An on-site detour would require the construction of a new temporary bridge over the New River. Such a detour would have to be located such as to adversely • affect either the historic Pelletier House property or the First Baptist Church . The estimated cost of such a detour would be ' $274 ,000 in 1985 dollars exclusive of easement costs. iThe only feasible off-site detour (See Figure 1 ) is via U.S. 17 (Marine Blvd . ) and N.C. 24 (Johnson Blvd . ) . This detour is 1 .47 miles long which is 0 . 13 miles longer than the existing route . Both roads are four lane divided urban streets with signalized intersections . The U.S . 17 bridge over the New River does not have any posted weight limits . The existing ADT on U. S. 17 is 37 ,000 vpd. Using it as a detour will give a total ADT of 48 ,000 vpd . Presently this route functions well from a capacity standpoint but will move into Level of Service "E" (using 1965 Highway Capacity Manual ) during peak hours while- it is functioning as a detour. The excess user cost for this detour (400 day construction period ) would be $115 ,258 . i Topography in the vicinity of this project is generally flat. , The street approaches this bridge from the west over a fill about 600 feet long and up to 20 feet high. On the east side the fill is much shorter and is placed upon a small hill . l 4 On the east end of the bridge the Pelletier House (built , 1868 , oldest structure in Jacksonville ) is close to the road . Across the road the First Baptist Church has a parking lot at the toe of the fill . ' ,i.e k ( bottom lands and the nearest development is about 400 feet from i the end of the bridge. 1 The City of Jacksonville has a 16 inch water line suspended from the north side of the bridge . This water line is the major water source for the city transporting water from the wells west of the New River to the major portion of the city. Relocation of this water line needs to be considered. Sewer lines, exist about 200 feet from the east end of the bridge. Overhead power lines are r near the west end of the bridge . Anne Street intersects Old Bridge Street about 300 feet east of the bridge. Other intersections and drives are more distant from the bridge. j General land use in the vicinity of the bridge is CBD with I businesses, governmental offices, and churches near the bridge. Some residences are a block or more distant. 11 Eight accidents were reported for 1982-1984 near the bridge . Of the three accidents which appeared to have any relationship to F, the bridge one was a head-on collision on the bridge between a car ; and a bicycle with both operators intoxicated. Another was a sideswipe between vehicles traveling in the opposite direction on the bridge. The third one was a -rear end collision. The first two 0 were apparently contributed to or caused by the narrowness of the bridge . t• IV. Alternatives Considered • 1 _ ' i 1 Each alternative considered uses ten foot wide shoulders west, I of the bridge except for the first 100 feet west on which a curb and gutter section is to be used. Curb and gutter is to be used to the east to match and connect with existing curb and gutter on Old Bridge Street. Because of congested traffic in downtown s Jacksonville , a design speed of 40 mph is recommended. The xI. t locations of these alternates are shown in Figures 3A and 3B. Alternate 1 (described below) uses a bridge with a clear roadway width of 40 feet with a 5 foot raised sidewalk on the south_ side . The roadway consists of three 12-foot lanes with 2- foot shoulders to match the existing curb and gutter section on the east approach. Anticipated use of the third lane is to provide i ar right turn only lane at Anne Street for eastbound traffic . This Section should be tapered to the existing two lane section beyond the west end of the bridge . Alternates 2 and 3 use a bridge with a clear roadway width of 28 feet with a 5 foot raised sidewalk on one side of the bridge . This provides for two 12 foot lanes and two foot shoulders. 3 . Alternate 1 , the recommended alternate , uses the existing alignment and has a total length of about 1100 feet with a structure length of approximately 390 feet. Much of this distance will be required to accomplish the taper from three lanes to two. This would require widening of the existing fill by about 18 feet on both sides of the New River; The existing width from face to face of curb beyond Anne Street is 39 .4 feet. Existing curb and gutter extends towards the Pelletier House from Anne Street and should be the northern -edge of the street to avoid encroachment onto the Pelletier House . property because of its historical significance. Acquisition of a portion of the First Baptist Church parking lot may be necessary. The total estimated cost of this alternate elisa$1 ,208,000 in ng the water 11985 dollars not including the cost of Traffic should be detoured by U.S. 17 (Marine Blvd. ) and N.C. 24 (Johnson Blvd. ) . - Alternate 2 is to place the new structure in line with New Bridge Street north of the present alignment and construct a new fill on the west end. The length of this alternative would be about 2100 feet with a structure length of about 650 feet. This • route would require the removal of a storage building west of the New River and disrupt portions of the area adjacent to the new Onslow County Courthouse. Portions of the County Jail would have to be removed and major vehicular traffic would be introduced across a major pedestrian path. Also, encroachment on the real of the Pelletier House property would occur . Onslow County is opposed to this alignment because of the damage it would do to the county government complex, a major portion of which is of recent construction. The total estimated cost of this alternative is s $1 ,919 ,000 not including the cost of the water line replacement. Traffic could be maintained on the existing bridge while this • route is constructed. Alternate 3 is to place the structure in line with College Street south of the present alignment. The total length is 1 approximately 1450 feet with a structure length of about 650 feet. • This alternative would also require new fill on the west end. On the east end it would pass through a playground area and parking f area used by the First Baptist Church in connection with aday care facility. It would also divide the church property and placee major traffic down one side of the main church building . A garage • and possibly a house would be in the way of this alternate . A five-legged intersection would be created at College and Anne Streets. This alternative is opposed by the church. .The estimated r cost of this alternative is $1 ,899 ,000 not including the cost of � the water line replacement. Conclusions and Recommendations F Alternate 1 ', construct a new bridge on the existing alignment, is recommended. The estimated cost of this alternate is , much less than that of the others considered . Environmental damage to the wetlands would be minor by this alternate compared with . major damage by the other alternates. Disruption to developed properties would be minor with this alternate compared to major tH disruption with Alternate 2 . Adverse effects to the historically f significant Pelletier House property can be avoided by careful i . design of Alternate 1 . t A cross-section with 36 feet of traveled lanes and 2 foot ` ' shoulders is recommended. Traffic should be maintained during demolition and construction with a detour by U.S. 17 (Marine . Blvd . ) and N.C. 24 (Johnson Blvd . ) . * 1 The existing structure should be removed. The existing , approaches would be used with the new construction. If Existing navigation clearance is thirteen feet at high water I and fifteen feet at low water. The proposed bridge will be at the same elevation and will have a navigation clearance approximately Isthe same as existing . The City of Jacksonville has expressed a desire to place a i ' future sewer force main on the new bridge . This should be ! considered during design .. d • 5 1 r .4 Y 1 Coordination with the City of Jacksonvlle was made on August 8 , 1985 , when a meeting was held with the following city officals : Planner, Public Works Director and City Engineer, and Public Utilities Director. After a discussion of the possible alignments replacement at the existing location was recommended. VI. Environmental Evaluation Appropriate state agencies, local government and civic 1 • leaders have been contacted concerning this project. Responses indicate . general agreement with the need for the bridge replacement and concurrence in replacement along the existing alignment (Alternate 1 ) . The recommended bridge replacement , (Alternate 1 ) would not • have a significant adverse effect on the quality of the human or natural environment using current North Carolina Department of Transportation (NCDOT) standards and specifications during construction. No families or businesses will be displaced by the proposed project. In view of the scope of the proposed action and • the very limited adverse environmental effects anticipated , the recommended alternate is considered a "Non-Major" action. iY Therefore , it is anticipated that this project will qualify as a "categorical exclusion" . The following is the basis for this determination. t • The proposed project is in a highly urban area on the western fringe of the Jacksonville city limits. This bridge is one of two ' bridges in the area providing east-west access across the New River. Much of the topography and natural vegetation has been altered through urban and commercial development. Both bridge approaches were originally constructed on fill placed in bottomland vegetation of the New River floodplain. The proposed project would have involvement with wetlands as they are defined in 33 CFR, Part 323 .2 (C) . i ' F i • t itp Minimal vegetation exists within . the project ' s 60 ' wide ` _ • right-of-way. Canopy vegetation that does exist adjacent to the _ project site is now restricted primarily to pockets on both sides 'of the bridge . Bordering the river on the west side of the bridge , sweet gum ( Liquidambar styraciflua ) , black willow (Salix nigra ) , ' red maple (Acer rubrum) , red bay ( Persea borbonia ) , sweet bay (Magnolia virginiana ) , elm (Ulmus americana ) , ash ( Fraxinus sp ) , black walnut (Juglans nigra ) , red cedar (Juniperus virginiana ) and privet (Ligustrum sp ) were identified . Roadside margins and { recently disturbed bottomland sites support a variety of successional species including kudzu (Pueraria lobata ) , grape (Vitis sp) , ragweed (Ambrosia spp) , dog fennel ( Eupatorium capillifolium) , trumpet vine (Campsis radicans ) and grasses. j 6 i IF . In comparision , most of the land along the east river bank on both sides of the highway has been developed by commerical or �. residential concerns. An 1886 homestead , currently owned by the Onslow Histroric Society , dominates the north east project : quadrant . Landscaped lawns extend to the water' s edge and a few V , 1 native trees remain near the river or have been used for i ornamental purposes including bald cypress (Taxodium distichum and rl ascendens ) , willow (Salix babylonica ) , red cedar, black walnut andti others. Cattails and sedges (Cyperus sp ) are -common along the margins of the waterway but removed from the project right-of-way. Further north is a Wildlife Access Area available for public use . A church with associated playground facilities is located in • } the southeastern sector by the bridge . Again, a grass lawn extends to the river with a few native trees utilized in a landscape ; context . Shrub vegetation (black willow, privet, ash, etc) line the river margins along with cattails and rushes (Juncus sp ) . . . Several loblolly pines (Pinus taeda) are situated on higher ground away from the river near the southern property border. i Because of the intense urbanization of this area , 1. opportunities for wildlife are limited . A. few small mammals such iii- refuge as rabbits , skunks, raccoons or opossums may occasionally seek in woodland pockets or feed near the river. The estuarine system and undisturbed wetlands down river may host a variety 'of of migratory waterfowl and other avifaunal species (hawks, owls , songbirds , seabirds, etc ) but the lack of suitable habitat within H. project , boundaries precludes their continued presence near the study site . There were no endangered species observed during field .I'' ; ; review. Contact with the North Carolina Department of Natural Resources and Community Development indicates there has been no endangered or threatened species of plants or animals reported in . .the vicinity of the project site . °' Stream classification obtained form the State of North Carolina Department of Natural Resources and Community Development t1 indicates that in the project area the New River is classified 1 "SD" , tidal saltwater suitable for primary recreation ( i .e . , 4 : swimming ) , fishing and wildlife propogation, except shellfishing for market purposes. • Contact with the U.S . Department of Commerce , National Marine ` Fisheries Service (NMFS ) and the North Carolina Department of =F Natural Resources and Community Development, Division of Marine Fisheries indicates that the New River contains fishery resources for which the agencies are responsible . The SR-1402 bridge over • C . t . . 7 • 1 New River in Jacksonville is located in a Primary nursery area . The agencies have provided the following general stream description. New River is the headwater stream for an extensive estuarine system originating at New River Inlet, some 20 miles downstream. At the project site , the New River is a tidally influenced brackish water stream that provides secondary nursery habitat for a variety of commerically and recreationally important aquatic species ( i .e-. , crabs , Callinectes sapidus ; shrimp, Penaeus spp. ; spot, Leiostomus xanthurus ; mullet , Mugil cephalus ; menhaden, Brevoortia tyrannus ; croaker , Micropogon undulatus ; flounder , Paralichthys spp. ; river herring , Alosa spp. ; shad , Alosa spp. ) . There is no ecological classification available for this particular section of the New River from the North Carolina Wildlife Resources Commission since the rating system prepared by ithat agency is directed toward fresh water fisheries. 1 Based on field observation , the river flow appears moderate . s ' Rechannelization would not be required for this project. 44' 9 ( : Construction of the recommended alternate would have the , . 6 least adverse environmental effects. These are expected to be "short termed" and include limited sediment run-off during 1 , s construction and some turbidity during the removal of existing piles and bridge structure . A beneficial effect would be fewer piles in the river, resulting in less restriction to channel flow. All other alternatives would have ' significantly more adverse environmental effects . They would require placement of fill in the remaining bottomland communities and would result in the loss of '4 those wetland habitats . I The anticipated fill in wetlands is estimated to be 0 .115 ' acres; therefore , the recommended alignment , due to the minimal disturbance it may cause to existing wetlands, should not require mitigation measures ( i .e . , establishment of new wetlands) . However, because of the importance of the New River estuary as a sanctuary and nursery area for marine organisms , erosion and turbidity control will be of primary concern. The use of berms , silt fences and other control measures as' outlined in the State - approved Erosion and Sedimentation Control Program will be employed by the contractor. The project is located within the Southern Coastal Plain Air ' Quality Region. The ambient air quality for Onslow County has been determined to be in compliance with the National Ambient Air 4 Quality Standards. Since this project is located in an area where h the State implementation plan (SIP ) ) does not contain any a transportation control measures , the conformity y procedures of 23 i CFR 770 do not apply to this project. i ? ; i f y • ' ; 8 The project will not significantly increase traffic volumes. Therefore , its impact on noise levels and air quality will be insignificant. Noise levels could increase during construction but will be temporary. If vegetation is disposed of by burning , all burning shall be done in accordance with applicable local laws and regulations of the North Carolina State Implementation Plan for air quality in compliance with 15 NCAC 2 .D. 0520 . This evaluation completes the noise and air quality assessment requirements of FHPM 7-7-3 and no additional reports are required. The only site of historic , architectural , or archaeological 1 significance identified by the State Historic Preservation Office in the vicinity of this project is the Pelletier Property immediately adjacent to the north east portion of this project. The project shall be designed so as not to encroach upon this property. Since the bridge is to be replaced at the existing location, the project is exempt from the Farmland Protection Policy Act . • • 4 VII . Permits The following permits may be required: U.S. Army Corps of Engineers • Permit may be" required for the discharge of dredged or fill material into waters of the U.S. , including connected wetlands. U.S. Coast Guard ( 5th District) : a Permit would be required for constructing a bridge across "navigable" waters of the U.S. ; a determination • for this site has been received from the U.S.C .G. The bridge over Bradley Creek in New Hanover County is used as the boundary for , the primary nursery area in Bradley Creek. As you may know the Marine Fisheries CAmmission designates. areas that are critical to the maintenance of fisheries f' * resources as primary nursery areas. In this case all waters upstream of the U.S.-76 :rsdley Creek Bridge are designated as primary nursery. This area is utilized as a .ursery by important commercial and recreational species such as shrimp, blue crabs, r7ot, croaker, menhaden, flounder and mullet. There are 'significant oyster and clam resources in the vicinity of the bridge, however the Creek is closed to the harvest of these shellfish at this time. The S.R.-1402 bridge over New River in Jacksonvil]e is located in a primary nursery ' Area. In addition to the species mentioned above there are also river herring and 1 =.;:crican shad in this section of the River. C. Department of Transportation bridge replacement projects: Bridge #1296, P f?radley Creek near Wilmington, New Hanover. County and Bridge 01310(191) , New River near Jacksonville, Onslow County, North Carolina. Both Bradley Creek and the New River contain fishery $ resources for which the National Marine Fisheries Service (NMFS) is responsible. Accordingly, the following general stream ;, descriptions and information needs are provided to assist you in developing the Environmental Assessments (EA) for these projects. t Bradley Creek is an approximately 1. 25 mile long tidal creek which connects to the Atlantic Intracoastal Waterway t approximately 2.0 miles from Masonboro Inlet. It is a generally I shallow, soft bottom creek fringed with wetlands. Although a .channel has been dredged to serve Bradley Creek Marina, the creek 'provides nursery habitat for a variety of commercially and . E recreationally important aquatic species (i.e. , crabs, . (L.111.1nectes sapidus; shrimp, Penaeus spp. ; spot, Leiostomus xanthurus; mullet, Mugil, cephalus; menhaden, Brevoortia tyrannus r croaker, Micropogon undulatus; flounder, Paralichthys spp. ) In $ i addition, populations of intertidal oysters are located in the 1 project area. However, because of bacterial contamination, Bradley Creek is closed for shellfishing. t New River is the headwater stream for an extensive estuarine system originating at New River Inlet, some 20 miles ' downstream. At the project site, the New River is a tidally 1fluenced brackish water stream that provides secondary nursery habitat for a variety of commercially and recreationally t. irvortant aquatic species (i. e. , crabs, Calljnectes sapidus; t ' shrimp, Penaeus spp. ; spot, Leiostomus, xanthurus; mullet, Mugil r 'ph. us; menhaden, Brevoortia tyrannus croaker, Mi_cropoizon ivatiulatus; flounder, Paralidhthys spp. ; river herring, Alosa t anp. ; shad, Alosa spp. ) . a 5; vV -2- - . t Based on the high habitat value of these streams, the NMFS recommends that the EAs for these projects include the following information: 1 . A description of the type location and acreage of wetlands found in the project area and the project' s adverse t impacts on these resources. 2. Alternative bridge alignments that will minimize adverse • effects on wetlands and fishery habitat. E 4. A description of construction technique alternatives and . these impacts on wetlands and fishery resources. 5.
