PROJECT SUMMARY: The applicant proposes to replace an existing 26' wide by 220' long bridge with a 26' wide by ±245' long bridge. Project setting The N. C. Department of Transportation's (NC DOT) proposed bridge replacement site is located on SR 1427 at Bridge No. 40 crossing the Wiccacon River in Hertford County, North Carolina. The existing bridge is ±220 feet long and ±26' wide. The bridge is bordered on the south by a wooded wetland fringe which gives way to an upland hardwood forest. The bridge is bordered on the north by a more expansive wooded wetland (±400' wide at the crossing) and then changes into upland hardwoods. The Project site occurs at a bend in the Wiccacon River and the bridge crosses a wooded wetland finger near the bridge center. The site is approximately 12' above mean sea level. The bridge is approximately 8' above the normal water line. The Wiccacon River is classified as C-NSW by the Environmental Management Commission. Project description NC DOT proposes to replace an existing ±26' X ±220' bridge with a ±26' X ±245' bridge. The new bridge will consist of 2 end bents and 5 structural bents. The existing bridge has 10 bents in the river. The new bridge will have a main channel open of ±65' wide while the existing structure has a channel opening of ±20' wide. The existing vertical clearance from the NWL will basically remain the same. Both ends of the existing bridge will be excavated behind the existing end bents to allow for the increase in the horizontal clearance of the new bridge. Class II riprap is proposed to stabilize the new end bents and will be placed above the NWL. The existing approach roadway will be built up to accommodate the new bridge road surface. At the north approach a ±5' X ±80' wooded wetland area on the west side and a ±2' X ±45' wooded wetland area on the east side will be filled to accommodate new tapered guard rails. Anticipated impacts The project as proposed would result in the filling of approximately 490 ft2 of wooded wetlands. Localized turbidity would occur as a result of the construction activities. The project as proposed would result in lowering the number of bents in the river from 10 to 7 and would increase the horizontal opening at the main channel from ±20 feet to ±65 feet. David W. Box 27687 Raleigh, North Carolina 27611 ATTENTION: Mr. John Parker Dear Sir: SUBJECT: Hertford County, Replacement of bridge 40 on SR 1427 over the Wiccacon River, State Project No. 8 .2070301, TIP No. B-2049 . The North Carolina Department of Transportation is proposing to replace Bridge 40 over the Wiccacon River on SR 1427 in Hertford County. The bridge will be relocated on existing location, and will be replaced with a new bridge having a clear roadway width of 26 feet and a length of approximately 240 feet. The structure will provide a 20 foot travelway and three foot shoulders in each direction. The roadway grade will remain approximately the same, and traffic will be relocated along existing roads (NC 561, NC 45, SR 1446 ) during construction. To facilitate placement of tapered guard rails at station 18+50 (see sheet 2 of 8) on the north side of the bridge, the fill slopes on both sides of the roadway will be slightly enlarged in this area. The larger fill slopes will lead to the loss of approximately 0 . 01 acres of swamp hardwood wetland habitat. Because of the small amount of wetland habitat to be impacted, NCDOT does not propose any compensatory mitigation for this project. Best Management Practices will be implemented in an effort to prevent damage to the habitat from project related sedimentation and erosion. The current bridge will be removed and the structural pilings in the river cut off near the river bottom. Older pilings, which were cut off at the water surface, will not be removed. The proposed bridge will utilize two end bents and -> five structural support bents (see enclosed sheet 4 of 9 ) . Please note that, by lessening the number of bents in the river from ten to five, and increasing the horizontal distance between bents in the main channel to 65 feet, public utilization of the river at this point will be enhanced. To allow for a slightly wider horizontal clearance underneath the bridge, approximately 170 cubic yards of material will be excavated from behind the existing end bents (see sheet 4 of 9 ) . The excavated material will be disposed of in an upland disposal area chosen by the construction contractor. Class II rip rap will be utilized to stabilize the area in front of the proposed end bents (see sheets 2 of 9 and 4 of 9 ) . NCDOT is requesting that the proposed work be authorized under the appropriate Coastal Area Management Act (CAMA) permit . Included for your information are a permit application and permit drawings ( 9 pages ) . A processing fee of $250 is also included. This project is authorized by 404 Nationwide Permit 23 (Categorical Exclusion) and 401 General Certification 2734 .
