Hawthorn SUBJECT: NC DOT NC 34 Bridge Replacement DATE: December 4, 1992 The applicant proposes to replace the existing bridge over New Begun Creek in Pasquotank County on State Route 34 in Weeksville, NC. This bridge replacement will include a new elevated structure with a height increase of 3 feet to provide for easier maintenance access. This construction will impact 0.17 acres of herbaceous and woodland wetlands. I propose the approval of this permit application provided the following conditions are met: 1. The proposed project must conform to any recommendations by other reviewing agencies which are stipulated as conditions to their approval of this permit. 2. In order to protect juvenile finfish populations, no excavation or filling will be permitted between February 15 and September 30 of any year without the prior approval of the Division of Coastal Management, in consultation with the Division of Marine Fisheries. 3. Excavation shall not occur in state waters. 4. This project will require an erosion control plan. 5. A silt fence will be installed between any area which has been excavated, graded or filled and any stream or wetland. Any riprap material used must be free from loose dirt or any other pollutant. It must be of a size sufficient to prevent its movement from the site by wave or current action. 7. The temporary placement or double-handling of excavated or fill materials within waters or vegetated wetlands is not authorized. Any placement of fill or excavated material would be reviewed on a site by site basis for authorization. 8. All excavated materials will be confined above mean high water and landward of regularly or irregularly flooded marsh behind dikes or other retaining structures to prevent spill-over of solids into any marsh or adjacent waters. 9. This proposed project will result in the excavation, grading and filling of approximately 7,090 sq. ft. of wetland habitat. NC DOT has proposed to relocate approximately 400 sq. ft. of herbaceous wetland plant root mat to a nearby mitigation site which is on the same watershed, which is to the correct grade, but has little vegetation. Adjacent vegetation to the proposed mitigation site is similar to the material to be relocated. This proposed mitigation site is within the NC DOT road right of way. This action is recommended with the following conditions: (a) A site meeting be conducted between NC DOT 's contractor(s) and DCM prior to the excavation, removal or relocation of any wetland areas. (b) The excavation and placement of this wetland mat will be reviewed on site by the Division of Coastal Management prior and during such work. (c) Placement of this herbaceous mat should be undertaken between September 30 and February 15. (d) It is recommended that NC DOT and DCM monitor this site for three (3) years after project completion. In the event that the relocated herbaceous wetland mat does not survive, NC DOT will not be required to replant this site. 10. NC DOT also debits mitigation acreage at it's Company Swamp Mitigation Bank at a ratio of 3:1 regarding the entire wetland area disturbed by this project. All disturbed areas will be properly graded and provided a ground cover sufficient to restrain erosion within thirty (30) working days after project completion. 12. In the event that significant archaeological resources are found present within the boundaries of this proposed permit area, the permittee shall develop a cultural resources management plan in consultation with the Division of Archives and History for the effective long-term management of such resources. Weeksville Bridge Bio Report Page s Anticipated Impacts This proposed project will result in the clearing, excavation, grading and filling of approximately 7, 090 sq. ft. of wetlar,c# habitat beside and along the bridge and road right away. Approximately 15 % is shallow water habitat, which includes 750 sq. ft. of herbacious vegetation. The remaining portions of the impar-tri1 area are hardwood wetland swamp (5, 340 sq. ft. ) and wetland emergents (1, 000 sq. ft. ) . Impacts which should be exper-try-t from this project include the loss of hardwood wetlands due to the expansion of the road surface and the construction of the hriftde itself. NCDOT has proposed to relocate approximately 400 ''q. ft. of herbaceous wetland root mat in a nearby mitigation Site to he confirmed at a later date. NCDOT has also proposed to debitr mitigation acreage at it's Company Swamp Mitigation Bank site ii- ing a 3 : 1 mitigation ratio. Construction of the new bridge will c•n+tae some short term impacts to water quality from building activiti ' s in the form of increased turbidity.
